BACKGROUND
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system
UN-Habitat established its presence in Myanmar in the early 1990-Ÿs and continues to implement several normative and operational activities focusing on access to basic services in settlements, disaster risk reduction, climate change adaptation, urban planning and management, and research and development programmes related to housing sector. As part of the normative activities, the agency is providing technical assistance on issues related to Habitat Agenda to its partners in Myanmar.
Aligned with the global and regional initiatives UN-Habitat Myanmar identifies the importance of addressing climate change issues and providing institutional and technical support on addressing environment related issues to state, local, and city governments. UN-Habitat with UNEP launched The Myanmar Climate Alliance programme to strengthen capacity in Government, private sector and civil society actors and to facilitate the national policy initiatives on climate change that will result in sectoral strategies and actions to address climate change. Further the programme will support the development of appropriate institutional structures within Myanmar to implement climate change projects and programmes.
Promoting inclusive development partnership, the Nay Pyi Taw Accord commits the Government of Myanmar to 'create systems for regular, nationally-led dialogue with development partners at the national, sub-national and sectoral/thematic levels' and agreed to establish Sector Working Groups (SWGs) to ensure effective coordination at the sector/thematic level and promote development effectiveness in Myanmar.
Accordingly Environment Sector Working Group (ESWG) was established with the objective of ensuring that sectoral strategies and priorities are elaborated and identified priority programmes and 'quick win-Ÿ initiatives are implemented with development partner support. The ESWG is chaired by the Ministry of Environment Conservation and Forest (MOECAF) while UN-Habitat with Royal Norwegian Embassy co-chair. ESWG consist of members from line ministries relevant to the sector, Civil Society Organizations, INGOs, Academic and Private sector representatives and meets regularly.
UN-Habitat perceives these two initiatives as an opportunity bring synergy and play a catalytic role in assisting the government and partner organization on policy interventions. For the smooth and effective function of the MCCA and ESWG, UN-Habitat intends to obtain services of a Programme Specialist.

SCOPE OF WORK
Admin and Finance Monitoring
  • Take the lead in preparing a monthly financial report to send to MoECAF. At the outset, the contract holder should establish from MoECAF if there is a format for this report and other relevant details, including the submission date, nature of information required, and reporting counterpart from the Ministry
  • Take the lead in preparing all administrative and financial reporting required by the programme-Ÿs donor (The European Union). This will also include establishing the necessary reporting procedures, timeframes, templates and contact persons.
  • Work in collaboration with the MCCA Administration and Finance Officer to ensure that all project financial activity is accurately recorded
  • Liaise with UN-Habitat Myanmar Country Office, UN-Habitat Regional Office for Asia and the Pacific (ROAP) in Fukuoka and UNEP ROAP in Bangkok
Substantive Monitoring
  • In coordination with, and under the guidance of the CTA, develop a substantive monitoring framework to measure the MCCA Programme-Ÿs progress against its baselines and targets.
  • Take the lead on observation of project implementation to determine the progress towards achieving project targets
  • Take the lead on reporting of substantive progress to the donor and UN-Habitat and UNEP ROAP i
  • Under result area, define the monitoring requirements of any pilot implementation. This includes liaising with sub-grantees and other partners, as required.
  • In conjunction with the CTA, the donor and MoECAF, define terms of reference for mid-term and final evaluation of the programme
  • Liaise with the Climate Change Technical Working Group and Sector Technical Working groups on reporting requirements and support
  • Prepare specific reports requested by Senior Management Team of UN Habitat Country office, ROAP and HQ in consultation with CTA
The outputs produced during the probation period are envisaged to be as follows:
  • A monthly financial report to be submitted to MoECAF and the UN-Habitat country office and UNEP ROAP
  • A monitoring plan for the project
  • A brief report highlighting work done so far and challenges remaining
Reporting requirements and in-country support
Under the overall guidance and supervision of CPM/ DCPM, the MCCA Monitoring and Evaluation Officer will report to CTA on programme related issues.
The contract holder will also work closely with the UN-Habitat Country Office in Yangon, the UN- Habitat ROAP in Fukuoka and the UNEP ROAP in Fukuoka
QUALIFICATIONS AND EXPERIENCE
  • A Batchelors degree in political science, public administration, economics, social science disciplines or environmental science.
  • A Masters degree in similar subjects and/or specialist education in project management and especially monitoring and evaluation would be very desirable
  • A minimum of 7 years of progressively responsible experiences in project and programme monitoring and evaluation and/or project administration and management
  • A working knowledge of climate change and environmental issues would is preferable
  • Working knowledge of Myanmars Government structures, Ministerial arrangements and experience of working with ministry staff.
  • Experience and knowledge of UN project management systems is preferred, and knowledge and experience of working with development partners, donor agencies or INGOs is required
  • Excellent documentation and report writing skills in English and Myanmar language.
