Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. Introduction
The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 1.5 million. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities' capacity and host government's response mechanisms.

As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context.
Context
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Department of Operations and Emergencies (DOE), the successful candidate will be responsible for the coordination of IOM's ongoing Level 3 response and recovery operations in response to the Syria crisis population displacement in Turkey.
Core Functions / Responsibilities
- Manage and coordinate IOM's relief and early recovery activities and operations in the South East of Turkey for Syrian refugees, while also taking into account the impact on and the needs of host communities.
- Directly manage field staff in Gaziantep, Hatay and Adiyaman, providing programme and administrative guidance and tasks and ensuring staff are able to complete activities required of them as per their TORs. Mentor and support staff in their development. Regularly monitor staffing needs and interview and hire field staff as required.
- Travel regularly to project sites to monitor ongoing activities and provide advice to field staff on assessments, distributions and monitoring activities and meet with local authorities, muhtars, other agencies and NGOs.
- Oversee all admin and finance processes of projects in South East Turkey, ensuring that programme expenditures are correct and within budgeting.

- Develop, disseminate and regularly update assessment and monitoring tools. Make use of assessment data to develop baselines for programmes on early recovery and livelihood. Draft SOPs for activities as required.
- Meet regularly with donors present in the South East of Turkey and provide briefings and updates on IOM's activities and projects. Develop donor proposals as required based on needs and funding opportunities.
- Develop and maintain data collection and analysis mechanisms for IOM's ongoing or new projects and share relevant information with partners within the humanitarian community.
- Ensure appropriate distribution of relief items to affected populations, with particular emphasis on needs assessments and distribution planning of non-food items (NFI) to displaced and affected communities.
- Develop and manage a food assistance programme in Hatay and Gaziantep (in other provinces) through either distribution of cash vouchers or in-kind food support.
- Meet regularly with implementing partners, monitor their activities and project management and provide advice and oversight as required.
- Represent IOM in the South East of Turkey and meet regularly with local authorities, UN and NGO counterparts.
- Represent IOM in various fora, including in inter-agency coordination meetings and meetings called by the Government of Turkey convened to discuss coordinated responses to the refugee situation.
- Support all relevant sectoral working groups, including cash and non-food items, health, protection, education and livelihood groups with strategic and operational input, as needed. Contribute towards the elaboration of SOPs, contingency plans and disaster reduction strategies.
- Undertake duty travel and field evaluation and needs assessment visits to other parts of the country as required.

Required Qualifications and Experience
Education
- Master's degree in Political Science, International Relations and/or Humanitarian affairs or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in emergency work, including camp and shelter management, support to displaced populations and host communities and implementation of early recovery activities, including support to livelihoods and community cohesion;
- Experience establishing working relationships with governmental authorities, other national/international institutions and NGOs;
- Knowledge of project development, administration and evaluation techniques and practices;
- Familiarity with financial management; effective resource management skills;
- Good level of computer literacy, including database applications.
Languages
- Fluency in English and Turkish is required.
