Special Notice
Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT). Duration of initial appointment is contingent upon availability of funds. Further extensions are also contingent upon availability of funds and the mandate of UNAKRT.
Organizational Setting and Reporting
Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.
While the ECCC is established as a national court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations.

Responsibilities
Within delegated authority, the Chief of ICT Section will be responsible for planning, installation, operation and maintenance of Information and Communication Technology Systems in support of the substantive and administrative activities of the Extraordinary Chambers, specifically he/she will,
- Manage, supervise and carry out the work programme of the Section under his/her responsibility to ensure efficient and timely provision of information and communication technology solutions to support the activities of the Court;
- Ensure that the outputs produced by the Section maintain high-quality standards and that products, services, support and solutions meet client needs;
- Prepares inputs for the work programme of the Section, determining priorities, and allocating resources for the completion of outputs and their timely delivery;
- Plan and oversee the management of all major AV, Communications and IT systems projects undertaken by the ICT Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with offices in UNAKRT as appropriate;
- Monitor the progress of the design, installation and commissioning of the various networks and systems and provide expert advice on the management, operation and maintenance of complex systems analysis and design;
- Identifies the need for new or modified systems; respond to requests from users; develop plans for feasibility assessment, requirements specification, design, development/implementation including project plans, schedules, time and cost estimates, metrics and performance measures;
- Carry out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates;
- Act as the Certifying Officer for all expenditure related to the Communications and IT Section;
- Manage, guide, develop and train staff under his/her supervision;
- Any other duties that may be assigned from time to time.
