Organizational Setting and Reporting

The position is located in Service III of the Programme Planning and Budget Division (PPBD) of the Office of Programme Planning, Budget and Accounts (OPPBA), Department of Management. The Programme Budget Officer reports to the Chief of Service III and to the Director of the Programme Planning and Budget Division.

The incumbent will have budget sections that include large-scale construction projects / accounting / investment analysis

Responsibilities

Within delegated authority, the Programme Budget Officer will be responsible for the following duties

Medium-term planning and Budget Preparation
  • Participates in the preparation of biennial programme plans and ensures compliance with the relevant policy.
  • Reviews, analyzes and computes budgetary and financial data to ensure budget proposals are accurate and in line with relevant policy.
  • Ensures mandates are accurately translated into programme budgets.
  • Provides guidance to other entities in budgetary matters.
  • Performs investment analysis for multi-million dollar construction and capital projects to support decision making and ensure best value for money.
  • Performs cash flow projections for multi-million dollar projects.
  • Provides accounting and policy guidance on the management of assets.

Budget execution / administration
  • Prepares staffing tables, allotments and allocations to other entities.
  • Monitors expenditures to ensure they remain within authorized levels and recommend adjustments to the budget.
  • Reviews capital expenditures.
  • Assists programme managers in ensuring correct and consistent accounting as it relates to capital projects at
  • Headquarters and offices away from Headquarters.

Budget reporting
  • Identifies differences between approved budgets and actual expenditures and prepares budget
  • performance reports providing the necessary variance analysis.
  • Identifies variances between cash flow projections and project expenditures.
  • Uses the information obtained from the analysis of financial data to propose benchmarks against
  • which performance should be measured.

General / Other functions
  • Keeps up-to-date on documents/reports/guidelines relevant to budgeting and programmatic areas.
  • Finalizes correspondence to respond to enquiries with respect to relevant financial and budget and programmatic matters.
  • Provides budgetary support to intergovernmental and legislative bodies throughout the budget process.
  • Keeps abreast of documents / policy that are relevant for the appropriate performance of the programmatic budgetary areas.
  • Drafts and finalizes budget and strategic planning documents.
  • Reviews and draft reports on multi-million dollar construction projects.

Education
  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, economics or equivalent field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
  • A minimum of five years of progressively responsible experience in budgeting, business or public administration, financial management, economic/accounting and auditing or equivalent area is required.
  • Experience in preparing budget reports that link operational needs and resource requirements is required.
  • A minimum of 3 years of experience in budgeting is desired.
  • A minimum of 2 years of experience in analysing and proposing budgetary policies and practices, financial regulations and rules is desired.
  • A minimum of 2 years of experience in results-based budgeting is desired.
  • At least two years of experience in applying International Public Sector Accounting Standards (IPSAS) is desired.
  • Experience with financial systems / finance modules of enterprise resource planning (ERP) such as Oracle, SAP or PeopleSoft is desired.

Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For this post, fluency in oral and written English is required.
  • Knowledge of another official UN language is desirable.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
