Organizational Setting and Reporting
Organizational Setting and Reporting Relationships: This position is located in the United Nations Integrated Peacebuilding Office in Guinea-Bissau. The Security Sector Reform (SSR) Officer reports to the Chief of the Rule of Law Security Institutions (ROLSI) Service, through the Head of the Justice and Rule of Law Unit. The focus of this job is to provide technical assistance and support in justice reforms, including criminal law and military justice, within the context of rule of law strategies and security Sector Reforms in Guinea Bissau.
Responsibilities
Within delegated authority, the SSR Officer will be responsible for the following duties
- Assists unit management in the overall planning and development of strategic, technical or operational components of its work and in the day-to-day coordination of activities with other mission components (e.g. political, military, civilian; communications/public affairs; legal; policy/planning; mission analysis, etc.) and UN entities; plans and implements ROLSI field operations in accordance with the mission's mandate.
- Provides advice and guidance to national counterparts and through the Unit Head, to senior mission management on sector-wide strategies and policies, mission plans and directives, best practices and technical standards in relevant areas within the UN's overall framework and strategic direction for rule of law, security sector reform, and on the design, implementation and review of rule of law and security sector-wide plans and programes with a focus on criminal law, military justice and other legal aspects relevant to the country´s current juncture.
- Provides assistance to the effective coordination of international support to the Outcome Group on Rule of Law and Security Institutions;
- Provides technical inputs to all aspects of ROLSI programmes/projects and related activities, as well as technical advice and assistance to key parties (e.g. ROLSI Service management and staff, established Commissions, government officials, etc.); consults with relevant stakeholders through inclusive and participatory processes, ensuring appropriate integration and linkages with critical areas/components of the ROLSI governance process;
- Identifies and reviews with national counterparts current reform plans and tasks undertaken by the UN to support its coordination and implementation; and establishes priorities for, initiates and coordinates policy development and guidance in support of, restructuring initiatives (e.g. institutions, reform of armed forces and police, etc.), including research, review and analysis of issues and trends, preparation of impact evaluations or other research activities and studies; acts as the policy focal point for the interagency ROLSI Task Force; liaises with relevant parties; and identifies and tracks follow-up actions;
- Provides guidance to ROLSI teams in field offices (Bafata, Buba, and Sao Domingos and other locations as required), including policy aspects of programme/project development, implementation, monitoring and assessment; directs review of relevant documents; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; and identifies and tracks follow-up actions.
- Contribute to enhancing the Governance of the Security System in Guinea Bissau with the goal to lay the foundations for peace and sustainable development through the provision of technical advice and support to criminal justice reform initiatives, including the penitentiary system and the development of civilian and military justice systems that are compliant with international standards.
- Participate in joint programming activities, the drafting of joint projects and the implementation of area-specific arrangements such as the Global Focal Point (GFP) on Police, Justice and Corrections Areas in the Rule of Law in Post-Conflict and other Crisis Situations.
- Assist with the preparations of the Annual Forum on Criminal Justice, consolidate the final report of the Annual Forum on Criminal Justice and ensure smooth administrative processes related to its publication, dissemination and follow-up to its recommendations.
- Ensures implementation of human rights and gender related policies in all ROLSI activities.
- Drafts daily, weekly and monthly reports in areas of responsibility.
- Performs other related duties as required.

- An advanced university degree (Master's degree or equivalent) in criminal or international law, political science, business administration/management, public administration, security system governance, international relations or related fields is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible experience in a national or international organization, or in peacekeeping/peace-building operations in the field with specific focus on inter-agency coordination, political analysis, security system governance, institutional development or related area is required.
- Knowledge of, and experience in, a civil law system is required.
- Previous experience in ROLSI-related strategy and/or policy development, programme/project planning, management, review and evaluation, or related area, notably within a ministry, is desirable.
- Previous experience in United Nations peace operations is desirable.
- English and French are the working languages of the United Nations.
- For this position, fluency in spoken and written; in English and Portuguese is required.
- Working Knowledge of French is desirable
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
