Background
Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavors to facilitate the implementation of Delivering-as-One (DaO) by harmonizing operational policies of UN bodies, agencies, funds and programs in Ethiopia. The OMT proposes and implements inter-agency initiatives to ensure the quality of support services, while utilizing resources effectively.
Within this context, the OMT has been supporting the UNCT in identifying and resolving the legal issues pertaining to the privileges and immunities of the UN agencies and their staff. Particularly, the OMT has endeavored to:


  • Support the UNCT in revising the host country agreement, and negotiating it with the government.
  • Provide sensitization to relevant federal and regional officials and government agencies (including customs and immigration, law enforcement and judiciary) on the mandate of the UN working methods and existing privileges and immunities to prevent infringements.
  • Create a framework of cooperation between UN agencies and the host government to resolve identified operational and legal issues.

To facilitate the implementation of these activities, the OMT will hire a Legal Officer on the basis of service contract.
Duties and Responsibilities
Under the direct supervision of the OMT Chairperson and the indirect supervision of the Head of the Resident Coordinator's Office (RCO), the incumbent will work closely with UNCT, OMT and OMT Working Groups. The Common Operations Specialist from RCO and the Host Country Agreement (HCA)/ Legal Working Group Chairpersons from OMT will be delegated to work with the incumbent on a daily basis. S/he will carry out the following main duties.
  • Facilitate the work of the UN in Ethiopia by promoting a better understanding of the UN's objectives and its working methods among government counterparts;
  • Support the UN Agencies (in Ethiopia), OMT and OMT Legal/HCA Working Group to resolve legal issues and to reduce infringements of existing Host Country Agreements when they arise;
  • Work with the OMT and OMT Legal/ HCA Working Group to identify disparities between the existing Host Country Agreements of UN Agencies;
  • Provide draft/template and supplemental material documents for UN Agencies' addressing UN privileges and immunities, Host Country Agreements, and priorities and issues identified by UN Agencies;
  • Provide technical support to the UNCT, OMT and OMT Working Groups for high-level negotiations with the host government on Host Country issues;
  • Support and organize any forum, meeting and discussion with the host government to resolve legal issues related to the UN Agencies, funds, programmes and to sustain and further improve the relationship with the host government and UN Agencies;
  • On behalf of the UNCT and OMT, follow up with the host government on meetings and discussions to ensure sensitization of relevant government officials' privileges and immunities of the UN and its working methods;
  • Organize and conduct sensitization forums for government officials and UN Agencies' staff on the UN's mandate, working methods and privileges and immunities. In this regard, prepares relevant background documents, and respective translations to local languages as needed;
  • Provide updates and reports on the activities undertaken on regular basis, and participate in relevant OMT and OMT Working Group meetings;
  • Engage the OMT, OMT Working Groups and UN Agencies to identify host country challenges, pertinent to the delivery of operations of the UN;
  • Prepare reports and recommendations on legal issues pertaining to the privileges and immunities of the UN Agencies and their staff, and draft supplemental agreements for the UN Agencies, and submit to the UNCT and OMT for discussion;
  • Prepare draft background documents for the federal and regional government agencies on the UN's mandate, working methods and privileges and immunities. These will be shared with the OMT for review and endorsement;
  • Provide support in resolving disputes for both the organization and staff legal as requested;
  • Perform other duties assigned by UNCI, OMT and OMT HAC Working Group.

Required Skills and Experience
EDUCATION
  • Master of Laws (LLM) or M.A./M.Sc. Degree in a related field.
WORK EXPERIENCE
  • Minimum of 2 years of experience with LLM or 4 years of experience with M.A/M.Sc Degree in a relevant field (except LLM ) in judiciary, public prosecutor or any legal offices in Ethiopia and/or other government agencies.
  • Experience in handling legal matters related to international organizations.
  • Familiarity with the UN's mandate, working methods, and privileges and immunities.
LANGUAGES
  • Excellent knowledge of English and Amharic.
