THE ORGANIZATIONAL SETTING
Under the direction of Director of Technical Cooperation Bureau, ICAO, the overall objective of ICAO's Procurement activities is to ensure that procurement of equipment, supplies and services are effected in the best interests of the Organization and/or Assisted States, having due regard to the availability of funds, economy and national, regional or international competition. Procurement activities support the projects initiated and administered by the Technical Co-operation program in assisting Member States to implement ICAO Standards and Recommended Practices (SARPs). All Procurement Activities are regulated by the ICAO Procurement Code, based on the UNDP Financial and procurement regulations.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Prepare the technical documentation necessary for the procurement of the flight calibration testing long term agreement (LTA)
- Review existing documentation pertaining to flight calibration testing and requirements.
- Prepare Terms of Reference in ICAO standard format for the procurement of the flight calibration testing LTA.
- Prepare Evaluation Criteria to be utilized in an eventual evaluation of proposals for the procurement of the flight calibration testing LTA.
- Provide a detailed scope of supply / bill of quantities for this project.
- Review any comments from ICAO and modify the Terms of Reference the Evaluation Criteria and the detailed scope of supply accordingly.
Provide technical assistance during the tendering period
- Provide responses to the questions made by suppliers for tender for the procurement of the flight calibration testing LTA.
Carry out the evaluation of proposals received after tendering
- Review proposals submitted for the procurement of the flight calibration testing LTA.
- Complete technical evaluation matrix and prepare technical evaluation report.
- Review comments from ICAO, if any, and modify the evaluation accordingly.
- As part of the evaluation report, the expert shall prepare a spreadsheet (detailed scope of supply / bill of quantities) with the final and recommended configuration of what is to be procured.
- Note that any evaluation report shall not be considered complete if all clarifications that the expert may designate have not been replied to by the companies and qualified/reviewed by the expert.
Provide technical assistance during contract negotiations
- Provide technical assistance to ICAO on the discussions with supplier.
- Clarify any technical issues related to the goods or services being provided.
- Performs other related duties, as assigned.
Education
Essential
- University degree in electronic engineering or equivalent, with proven training background in calibration of navigation aids.
- Master in electronic engineering or similar.
Essential
- Minimum of 10 years' experience as flight inspector of surveillance systems and navaids.
- Experience with quality control/compliance reviews of surveillance and navaids systems installation and commissioning.
- Sound knowledge of ICAO Standards and Recommended Practices, verification procedures and other guidance material.
- Experience with ICAO Technical Cooperation is an asset.
Essential
- Functional reading, writing and speaking abilities in English.
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
It should be noted that this consultancy is to be filled for an initial period of two (2) months.
Please note that the daily rate for Band C ranges from $320 to $580.
