Internal applicants are serving ITC staff members holding an appointment under the Staff Rules, other than a temporary appointment, who have been recruited after a competitive process including consideration by a central review body under Staff Rule
RESPONSIBILITIES
Under the direct supervision of the Director, Division of Programme Support and the overall supervision of the Executive Director, the Acting Chief will be responsible for the following:
- Identify, recommend, develop and implement organization-wide IT initiatives, operating and governance procedures.
- Develop strong relationships with ITC Divisions and Units, and build internal partnerships to maximize benefit from IT expenditures across ITC.
- Develop and manage corporate IT plans, policies, standards and processes for acquiring, implementing and operating IT systems.
- Build, organize and manage the IT team to optimize service relevance and quality.
- Provide leadership, encourage staff development and foster a collaborative and innovative environment.
- Manage tenders and contracts for IT products and services to minimize cost and maximize effectiveness of IT resources.
- Identify opportunities for technology partnerships and affiliations which would help ITC deliver its programmes more effectively.
- Represent the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
- Participate in international, regional or national meetings and provide programmatic/ substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
Education
- Advanced university degree in engineering, computer science, business administration.
Note: A candidate possessing a first level university degree in engineering, computer science, business administration, may be accepted with a minimum of twelve years of relevant professional experience.
Work Experience
- Ten years of professional experience in information technology in progressively responsible positions in the management of large IT projects and programmes at national and international level.
- At least four years of experience in information management, information architecture or related discipline.
- Proven experience in leading and managing an IT team involving a variety of applications and infrastructure, and/or with integrating information and communications technologies.
- Experience managing contracting requirements.
- Experience in analysing and improving the IT systems of complex operating environments, in particular in international institutions.
Desirable experience
- Broad administrative managerial experience.
- Experience with providing IT systems in a geographically disparate and information rich environment.
- Experience in managing budgets.
Knowledge and Skills
- Knowledgeable information technologist, current on business systems, computer hardware, software email and the array of desktop tools available.
- Strong interpersonal communications skills, with the ability to communicate techno-jargon to lay people, ensure consistency between strategic directions and on the ground implementation.
- Strong writing skills and ability to translate concepts into written form clearly and effectively.
- Ability to negotiate, persuade and influence to drive strategies with buy/in.
- Positive client service provider.
- Ability to listen, understand, analyse and solve problems in a practical way, adapting the approaches in IT to diverse needs.
Desirable knowledge
- Familiarity with document management, customer relationship management, enterprise content management and data management systems with user centred design, HTML, XML, data architecture, Microsoft, OSS, IT and information security architectures and implementation.
- Familiarity with a broad area of IT systems, including operating systems, network hardware and software, systems management, storage systems, servers, capacity, scalability and cross platform systems management.
Languages
- Advanced knowledge of English.
- Knowledge of other official languages, particularly French, is an asset.
