Organizational Setting and Reporting
This Position in the United Nations Support Office for AMISOM (UNSOA), based in Mogadishu. The Aviation Safety Officer will report to the Director UNSOA.
Responsibilities
Within delegated authority, an Aviation Safety Officer will carry out the following duties:
- Acts as an expert adviser to a Director of Mission Support/Chief of Mission Support, on aviation safety matters (in the event that there is no established Chief of Unit/Section, Aviation Safety position within the Mission).
- Develops, implements and manages the Mission Aviation Safety Programme.
- Develops the Aviation Emergency Response Plan and ensures that it is communicated to all officials concerned.
- Organizes and coordinates aviation safety drills and exercises required by the Mission Aviation Safety Programme.
- Monitors the integration of Operational Risk Management into UN aviation activities.
- Develops quarterly Risk Assessment Indicators and analyses the level of safety of aviation activities within the Mission.
- Proposes the required corrective and preventive measures, develops aviation safety recommendations and communicates them to the officials concerned.
- Investigates aviation occurrences involving UN air assets and observed hazards related to aviation activities, compiles reports and analyzes statistical data.
- Participates in the investigation of accidents and incidents involving UN air assets and equipment.
- Identifies, analyzes and monitors trends that may affect the safety of UN aviation activities.
- Conducts initial aircraft inspections and participates in the performance evaluations of civilian air operators and military aviation units.
- Conducts safety surveys of airfields and helicopter landing sites.
- Maintains the safety reporting database and ensures that the required reports are recorded in accordance with the established procedures and deadlines.
- Provides safety briefings to personnel involved in aviation activities.
- Promotes aviation safety awareness within the Mission.
- Organizes and conducts Mission Aviation Safety Council meetings.
- Develops proposals for annual Mission Aviation Safety Budget.
- Drafts safety bulletins, newsletters and consolidated reports.
- Coordinates with other UN agencies, host country civilian and military aviation authorities on the safety matters, and
- Performs other related duties as required.
Work implies frequent interaction with the following
- Staff members of the Aviation Safety Unit.
- Staff members of the Aviation, Movement Control, Security and Travel Sections, and
- Civil Aviation Authority and military aviation personnel of the host country and other countries of where UN aviation activities are conducted.

A well-organized, effective and efficient aviation safety performance is achieved.
The applicable aviation safety requirements are strictly adhered to.
The Mission Aviation Safety Programme and the Aviation Emergency Response Plan are developed, implemented and managed as required by the Department of Peacekeeping Operations/Department of Field Support Aviation Safety Manual.
The efficient and timely advice on aviation safety policies and procedures is provided.

Education
- Advanced university degree (Master's degree or equivalent) in Air Transportation, Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management, or graduation from equivalent military educational establishment, is required.
- Training as a Commercial Pilot, or a Flight Navigator, or an Aeronautical/Maintenance/Flight Engineer, or an Air Traffic Controller, or a Flight Operations Officer, or equal military qualification, is required.
- Training and Certification in Aviation Safety (including aircraft accident and incident investigation) is required.
- A first level university degree with a relevant combination of education, professional training, certification in aviation safety, and two (2) additional years of work experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five (5) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety or aviation engineering, with at least two (2) years at the international level, is required.
- The candidate must have held, at least, one position as an Aviation Safety Officer.
- Expert knowledge in the technical field of aviation safety and accident prevention and experience in the use of ICAO standards and recommended practices is desirable.
- Experience in international operations in a post conflict environment is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the position(s) advertised, fluency in oral and written English is required.
- Knowledge of a second United Nations official language is an advantage.
