This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
The project UZB/14/01M/USA 'Support for the Implementation of the Decent Work Country Programme' is implemented by the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow) with technical support from Fundamental Principles and Rights at Work Branch (FPRW) under Governance and Tripartism Department (GOVERNANCE) of ILO Office in Geneva.
DWT/CO-Moscow coordinates the ILO activities in ten countries: Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.
The position is located in Tashkent, Uzbekistan.
The incumbent will assume full responsibility for overall management of the project aimed at supporting the Decent Work Country Programme (DWCP) for Uzbekistan (2014-2016)., signed between the ILO and the Government of Uzbekistan and social partners in April 2014.
Priorities of the programme include the promotion of international labour standards and fundamental principles and rights at work, social dialogue, employment promotion through active labour market policies and entrepreneurship development, the promotion of occupational safety and health, and the enhancement of social protection.
The Technical Cooperation Project UZB/14/01M/USA funded by the U.S. Department of Labour (USDOL) will support the efforts to reduce child labour and forced labour and promote decent work in Uzbekistan, particular in the following key areas for work:
The project objectives are aligned with the ILO Strategic Policy Framework and relevant Programming & Budget cycle thus making project-specific outcomes part of the ILO's overall planning and reporting system enabling to organise and monitor its work around a number of specific Country Programme Outcomes (CPOs).

Required Qualifications
Education
Advanced university degree in the field of labour law, public administration, social sciences, or other relevant fields, with demonstrated expertise in the field of fundamental principles and rights at work, social dialogue, social protection and/or employment.
Experience
At least ten years of professional experience of which five years at the international level in a field of fundamental principles and rights at work, social dialogue, social protection and/or employment.
Experience in the design and implementation of technical cooperation projects and relevant work experience in the Eastern Europe and Central Asia would be an advantage.
Languages
Excellent command of English. Proficiency in Russian language is an advantage.
Competencies
In addition to the ILO core competencies, this position requires: Specific competencies: technical and managerial leadership in carrying out the objectives and policies of the related technical project; demonstrated technical expertise to devise new methods, concepts, approaches and techniques that are relevant to the implementation of; proved networking abilities in respect to the ILO tripartite constituents and other stakeholders; experience of managing complex technical cooperation programmes; ability to adapt tools and approaches to local and national circumstances and policy objectives; relate the work of the programme to broader issues within coherent national policies; write coherent programme reports in line with ILO standards and deadlines; develop and maintain effective collaboration within the UN system at the country level; aptitude and appreciation for knowledge-sharing and learning.
In addition this position requires as well: proven communication and drafting skills, both written and verbal; the ability to motivate and supervise staff effectively and cooperatively in a multi-cultural team environment; clear understanding of gender mainstreaming and demonstrated capacity to integrate gender concerns into development initiatives; strong ability to form and develop knowledge sharing partnerships with a wide range of actors external to the ILO; solve problems and propose alternative courses of action to update project proposals; plans and budgets and revise procedural matters as required to implement the programme effectively; ability to conduct discussions and negotiate with governments., employers' and workers' organizations, non-governmental organization and other agencies as well as top-level professionals.
Knowledge of the ILO and UN system and procedures is an advantage.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Recruitment is normally made at the initial step in the grade.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Tashkent, he/she may be assigned to any duty station designated by the Director-General of the ILO.
