This JO refers to a specialised interregional adviser position. The initial appointment is for one year. Annual renewal of appointment is subject to endorsement by an internal Departmental Panel on the continued need for the technical speciality depending on updates to DESA's priorities in the area of capacity development, and availability of funds. The functional requirements will be reassessed after five years.

Organizational Setting and Reporting
This position is located in the Public Administration Capacity Branch, Division for Public Administration and Development Management of the United Nations Department of Economic and Social Affairs. DPADM provides secretariat support to the United Nations Programme on Public Administration and Development. The Division is mandated to assist the Member States of the United Nations in fostering efficient, effective, transparent, accountable, clean and citizen-centred public governance, administration and services through innovation and technology to achieve the internationally agreed development goals, including the MDGs.
Responsibilities

The incumbent is responsible for
(i) Providing po!icy advice to governments and carry out technical cooperation missions to their countries, upon their request on various aspects of public administration, institutional reconstruction, reform, and modernisation, especially in post­ conflict countries where the governance and public administration institutions and systems have been severely incapacitated by conflict.

The focus areas will include:
  • designing national strategies for governance and public administration structuring and modernisation;
  • redesigning public sector institutions, civil service reform, public sector structuring, public sector innovations, and capacity building in the public sector;
  • strengthening institutions responsible for public administration and management training institutes of public administration, management development institutes etc.; and
  • application of Information and Communications Technologies (ICT) for improving institutional performance in the public sector including e-government;
(ii) Monitor, study and analyse the trends and best practices in public sector performance, institutional building and management development and prepare policy advisory notes to inform governments as well as feed into intergovernmental processes;
(iii) Assist governments, upon request, in the preparation of country programmes and projects for technical assistance in the field of public sector performance institutional capacity building;
(iv) Assist in the planning, preparation and facilitation of high level situation analysis and capacity building workshops seminars and conferences, and other training activities in the field of governance and public administration institutional development, especially in post-conflict countries;
(v) Conduct needs assessment in governance and public administration institutional development; based on the needs design projects, respond to the needs and mobilise funds from various donors to support the implementation of the projects;
(vi) Manage technical cooperation projects assigned to him/her;
(vii) Undertake, as requested, official missions in relation to activities assigned, prepare final reports, setting out the findings of his/her mission and his/her recommendations to the Government through the Department including further actions which might be taken; and
(viii) Undertake other duties as assigned .by the Director of the Division and/or Chief of Branch.

Education
  • Advanced university degree (Master's degree or equivalent) in Public Administration or related field is required especially in the areas of public administration and institutional development, knowledge management, and online public service delivery, familiarity in international relations and work experience in international setting, as well as experiences in project management, including preparation of policy documents and strategic planning; designing and managing international conferences and participatory workshops, and generating media interest.
  • Extensive experience in providing advice to government in post-conflict countries, especially in developing countries in general and Africa in particular to providing advice to governments on strategic applications of ICT to improve their performance especially in efficiency, effectiveness, transparency, accountability, and inclusiveness; and ability to engage dialogue with high level government officials.
Work Experience
  • A minimum of ten years of progressively responsible experience providing advisory services on public governance and public administration with a special focus in strengthening institutional and human resource capacities of public administration systems, public service reforms including strategy analysis, program formulation and institutional restructuring at the national and local levels;
  • At least five years of the professional experience should be advisory work in developing countries (including transition countries).
  • Strong capability in preparing policy and project documents, strategic planning and/or management advice; demonstrated ability to: design and facilitate high-level policy formulation and programming workshops; and engaging in dialogue with high-level government officials is desirable.
Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in English is required;
  • fluency in French is also required.
