Background Information - Myanmar
UNOPS Myanmar develops supports and oversees a portfolio of programmes and projects in Myanmar which focus on post-disaster recovery, health and food security programmes. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. UNOPS is also expanding its infrastructure, procurement and technical assistance services in Myanmar.
The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goal Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM).
UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with government counterparts, donors, UN Agencies and other development partners.

Debt-for-Development Swap One of the outcomes of the Myanmar democratisation process has been the establishment of a direct co-operation channel between the Italian and Myanmar Governments. In March 2013, with a view to promoting their bilateral cooperation and relieving the debt burden of Myanmar, the two governments finalised agreements concerning cancellation of 50% of the Myanmar debt and the swap of the remaining 50%. The latter, in the amount of USD 3.167 million, will be invested in development projects in Myanmar, selected through a joint decision and management mechanism, the Management Committee.
General Background of the Project/Assignment
The Management Committee is composed of representatives from both the Government of Italy and the Government of Myanmar. To assist this Management Committee, the Italian government has contracted UNOPS to provide technical assistance in preparation and the launch of call for proposals, to evaluate project proposals for the selection and to monitor the projects implemented by the partner organizations. UNOPS Myanmar has been entrusted with the technical assessment of project proposals, which must be positively assessed by UNOPS prior to being forwarded to the Management Committee for approval.
In order to be considered eligible, projects must fulfil the following criteria:
  • Promote poverty reduction, socio-economic development and environmental protection through the enhancement of local livelihoods and the sustainable management of natural resources.
  • Implemented in areas of the Republic of the Union of Myanmar with the highest poverty rates, according to national and international statistical data.
  • Imply a high degree of involvement and participation of local communities and local organisations active in the field of development and environmental protection.
  • In addition, priority shall be given to projects focusing on the following priority sectors: rural development, food security and agriculture, health, education, environment protection, including related demining activities, in a context of verifiable social participation and environmental sustainable resources use.
The scale and types of projects to be selected are defined by Technical Guidelines that guide the work of the Management Committee. After the Management Committee has selected which projects shall be financed, the monitoring of the project implementation phase shall be carried out by UNOPS who will also perform the technical and financial evaluation of the six monthly progress reports.
After the various projects are completed, the implementing entities shall submit to the Myanmar and Italian governments a final report of the project activities which shall be evaluated by UNOPS.
Functional Responsibilities
With the lead of International Proposal Evaluation Specialist, a team of National Proposal Evaluation Specialists provide services to evaluate the received proposals and to make recommendations to the Management Committee for selection approval. It is expected that all proposals will be evaluated and recommendations provided upon completion of 25 working days by a team of 13 local evaluation specialists and 1 international evaluation specialist.
Under the overall supervision of the Portfolio Manager of UNOPS Myanmar and in accordance with the agreement between the Management Committee and UNOPS Myanmar, the Proposal Evaluation Specialist (CFP and Evaluation) shall be assigned to UNOPS Myanmar and shall be responsible for performing the following duties
Technical Assessment
To be conducted on the project proposals submitted to Management Committee by potential Implementing Partners. The International Proposal Evaluation Specialist will be supervising a team of 13 Myanmar National evaluation specialists during this phase.
  • Receive proposal submissions from the Government of the Republic of the Union of Myanmar.
  • Pre-screen compliant proposals.
  • Conduct initial organisation capacity assessment of proposed projects' organisations which are compliant with selection criteria. This may include physical assessments for some proposals.
  • Evaluate Proposals and make recommendations to Management Committee
Final product expected from this assignment
  • Project Proposal Evaluation report including technical and financial score ranking of the project proposals together with the recommendations for project selection
  • All administrative arrangements including travel logistics are undertaken smoothly and on time.
  • Briefing materials prepared for discussion
  • Fee payment will be made after submission of final products mentioned above.
Education/Experience/Language requirements
Education
  • A Master's degree in social/political sciences, economics, development studies, agriculture and rural development, international affairs, or a project/programme management-related field is required
  • A combination of Bachelor's Degree with 2 additional years of work experience may be accepted in lieu of Master's Degree or equivalent.
  • Certification of PRINCE2 Practitioner is an asset
Work Experience
  • A minimum of 7 years of progressively responsible programme implementation and management with increasing independence and decision-making authority, business development/ donor relationship experience with international organisations or related experience is required.
  • At least 2 years of experience in issuing Calls for Proposals and evaluating proposals is required.
  • Proven ability to analyse and select project proposals would be a great asset.
  • At least 2 years of experiences covering a range of the priority sectors such as rural development, food security and agriculture, health, education and environment is required.
  • Prior experience working with governments and NGOs in developing countries would be highly advantageous.
  • Prior experience working in Myanmar and with Myanmar government institutions is desired.
  • Strong project management skills are required with multiple roles involving team leadership is desired.
  • Strong communication and interpersonal skills are desired.
  • Experience in the usage of computers and office software packages (MS Office 2010 and/or newer versions) is required.
