Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the overall guidance of the Chief of Mission, the Senior Emergency and Programme Coordinator and the direct supervision of Shelter and Settlement Programme Manager, the successful candidate will be responsible and accountable of the sub-national Cluster Coordination for Shelter and CCCM for the Centre and South of Iraq.
Core Functions / Responsibilities
  1. Collaborate with the National cluster coordinators and the sub-national cluster coordinators for Centre and South of Iraq. Currently relocated to Erbil due to security concerns, both the sub-national coordinator and the co-chair will be based in Baghdad as soon as security conditions allow. In coordination with the sub-national coordinators represent the Shelter/ Non-Food Items (NFI) Cluster at Centre and South level with governorates' authorities, state representatives' institutions, local and international organizations and donor agencies.
  2. Represent the Centre and South sub-national clusters at national cluster meetings.
  3. Support cluster meetings and other cluster activities at the level of the governorates, as and when security conditions permit.
  4. Liaise with the sub-national Shelter/NFI and CCCM Clusters for Kurdistan Region of Iraq (KR-I) in order to maximise coverage of shelter/NFI and CCCM support for displaced populations (new influxes, or returnees) who move between the two zones, and to ensure clear consistent communication between the two sub- national clusters on any other matters pertinent to both sub-regional clusters.
  5. Provide technical inputs at the Centre and South level, and identifying local and international partners and other stakeholders with appropriate technical expertise that can be adapted and/or shared for use in the Shelter/NFI and CCCM Clusters.
  6. Ensure proper functioning of Shelter/NFI and CCCM clusters, and other necessary technical working groups as well as advisory groups at sub-national level.
  7. Advocate Shelter/NFI and CCCM best practices and take a leading role in capacity building activities.
  8. Ensure that the sub-national cluster operational strategy is coherent with the national strategy and drafted through consultative processes and in cooperation with the sub-national coordinators.
  9. Ensure partner responses in different phases are guided by appropriate policies and technical standards.
  10. In the absence of the sub-national coordinators, represent the sub-national Shelter/NFI Cluster and CCCM in meeting with regional authorities, state representatives' institutions, local and international organizations and donor agencies.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
  • Master's degree in Architecture, Engineering, Urban Planning or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Strong combination of training, facilitation and experience in field of coordination, and solid experience of working in complex environments;
  • Operational and field experience in shelter/NFI and CCCM programme development, implementation and evaluation;
  • Experience in conflict/emergency zones and in working in a high-risk environment;
  • Familiarity with drafting strategy document such as operational strategy as well as technical policies and guidelines related to Shelter/NFIs and CCCM;
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
  • Practical experience and proven understanding of variety of interventions in Shelter/NFIs and out of camp response;
  • Excellent leadership, coordination and information management skills;
  • Familiarity with the region an asset.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.

  • With possible relocation to Baghdad.
