Purpose of the Position
The incumbent will support the Regional and Deputy Regional Director in government and private regional fundraising, and partnerships with regional bodies/organizations. S/he will also contribute to all aspects of UNICEF public and corporate engagement programmes in Middle East & North Africa Regional Office (MENA) as required, and representing and promoting UNICEF to governmental bodies, as well as the business community and at national/regional conferences in close collaboration with the DRD.
The role includes: a) developing, implementing, managing and monitoring elements of the partnership engagement strategy as it pertains to encouraging public, private and inter-governmental investments in children`s issues and b) providing policy guidance and technical support to UNICEF MENA in developing their approaches to regional fundraising and partnership management.
Key Expected Results
- Lead and coordinate MENARO`s strategic alliance with bilateral donors, NGOS, civil society, regional bodies.
- Work with the Senior Management of bilateral donor bodies and inter-regional organizations on partnerships for children, and encourage practical and achievable partnerships. Identify emerging public private partnership trends especially as it impacts children`s issues. Identify and develop new approaches and methodologies for monitoring and evaluation of UNICEF`s regional partnership activities. Ensure UNICEF partners are briefed on current relevant debates in child development.
- Initiate, lead and manage partnerships with relevant National, regional and international NGOs, especially those with humanitarian and human rights mandates.
- Monitor existing partnerships in Country Offices and ensure UNICEF provides adequate technical input and support to partners and making sure such partnerships bring an added value to UNICEF`s agenda for children, particularly for fundraising purposes.
- Lead in the development of partnerships with bilateral governmental donors. Work across sectors on the development of partnerships, their management, and related information management.
- 6Identify and maintain a network of external technical resources to assist UNICEF in the development and implementation of public fundraising activities, including learning and training opportunities and facilitates inter-office technical support where feasible. Develop relationships with stakeholders in the Public partnership arena including governments, sister agencies and NGOs.
- Develop donor proposals and assist in donor reporting as and when required in close consultation with the sector advisors. Work closely with the Planning section on responsible contribution management.
Qualifications of Successful Candidate
- Advanced university degree in any of the following: Social Sciences, Economics, Public Administration, International Relations, Business Administration, Public Health, Education or other fields related to the work of UNICEF.
- Ten years of relevant managerial experience in the development field and/or in a donor agency. Experience must be at the international level, including the management of complex multi-stakeholder partnerships and at least five years experience in policy and strategy development, design and implementation.
- Experience in fundraising and working in partnership with bilateral donor bodies and or inter-regional organizations is required. Experience in leading partnerships with bilateral donor and governmental bodies and or inter-regional organizations are considered assets.
- Experience of developing donor proposals and assisting in donor reporting is also required. Experience in developing fundraising strategies would be an asset.
- Experience of working with MENA regional organizations is considered an asset
- Fluency in English and another UN language. Proficiency in Arabic or French will be considered as an asset.
