Reports To: Programme Analyst/Head of Environment & Energy Unit
Under the supervision of the Programme Analyst/Head of Environment and Energy Unit, Natural Resources Management Specialist supports the design, planning, implementation and management of the country programme in the field of Environment and Energy. The NRM Specialist will be responsible for quality assurance of programmes/projects and initiatives and provide technical advisory support in the area of sustainable natural resources management.
Duties and Responsibilities
- Quality assurance and implementation support of the assigned portfolio of programmes/projects and initiatives;
- Advisory support and acting as sources of specialized knowledge in the field of Natural Resources Management;
- Development of new project proposals in line with national environmental priorities and UNDP comparative advantage and mandate and establish strategic partnerships for national and international partners for mobilization of resources for programmes/projects and initiatives;
- Facilitation of knowledge building and knowledge sharing;
Quality assurance and implementation support of the assigned portfolio of programmes/projects and initiatives
- Serve as a focal point and the primary point of contact to projects/programmes/initiatives within the assigned portfolio;
- Support in formulation and tracking of implementation of approved project work-plans, suggest timely corrective action in consultation with the Head of Unit;
- Review and clearance of substantive outputs by project experts for payment;
- Support projects in preparation of reporting in line with requirements of national partners, UNDP and donors (GEF and others);
- Ensuring that GEF monitoring and evaluation procedures, such as Quarterly Operational Reports and Annual Project Implementation Reviews, etc. are implemented timely and effectively;
- Regular monitoring of projects (field visits and desk review), consistent with UNDP M&E framework, prepares monitoring reports and follows-up on action items, in accordance with the approved project monitoring plans;
- Provide substantive support in procurement of specialized technical expertise and equipment in line with procurement and recruitment plans;
- Support in formulation and delivery of project communications strategy in close coordination with CO Communications Associate;
- Analysis of the situation in the assignment portfolio, identification of operational and financial problems, development of solutions;
- Review of programme documentation, to ensure it is consistent with UNDP/donor operational rules and regulations;
- Review internal work-flow for operational effectiveness, to ensure programme strategies, processes and procedures are consistent with RBM principles and compliant with UNDP rules and regulations;
- Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources;
- Follow up on performance indicators/success criteria, targets and milestones, preparation of reports;
- Regular review of programme dashboard to identify and rectify gaps and mission information;
- Ensure completeness of project/programme related information in ATLAS;
Serve as a source of specialized knowledge on natural resource management issues and provide advisory and technical assistance to Government and UNDP;
- Prepare and provide input into analytical publications and reports on natural resource management, climate change, environment and related issues;
- Keep abreast of developments in the field of natural resource management in Uzbekistan and globally, to inform programme and project interventions about new trends and developments;
- Conduct relevant desk review and research of available information and provide substantive input into formulation and reporting on UN and UNDP strategic documents - CCA/UNDAF, CPD and participation in relevant UNDAF thematic groups on behalf of UNDP;
- Represent UNDP in national and international events, meetings, and other events, deliver presentation in the area of natural resource management, relevant to work on UNDP in Uzbekistan;
Development of new project proposals in line with national environmental priorities and UNDP comparative advantage and mandate and establish strategic partnerships for national and international partners for mobilization of resources for programmes/projects and initiatives;
- Support in implementation and reporting on the CO partnerships and resources mobilization strategies, particularly in the field of energy and environment;
- Draft concept notes, proposals, project documents, work-plans and budgets in line with UNDP and donor programming rules and regulations;
- Formulate GEF and other project proposals based on needs identified by UNDP in collaboration with the Government;
- Discuss concepts and proposals internally and externally with key national and international partners to ensure relevance, possible synergies;
- Deliver presentations, seek relevant information for identification of areas for support and interventions;
- Mobilize resources in the field of natural resource management and environment;
- Analysis of information on donors, preparation of donor's profile and database, establishment of contacts with donor counterparts.
- Liaison with GEF-UNDP Regional Technical Advisors on the matters related to the formulation, implementation and reporting of the GEF Projects as well as on the other GEF matters;
- Liaison with Inter-Agency Commission on GEF projects, GEF Operational and Political Focal Points on the matters related to GEF projects in Uzbekistan and provision of advice and support to access the GEF materials when and if necessary;
- Track and reporting on mobilized resources;
- Maintaining donor profiles and database;
Ensures facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
- Organization of trainings for operations/ projects staff on programme and area of expertise in natural resource management;
- Synthesis of lessons learnt and best practices in programme are systematically collected, shared horizontally and vertically within the organization;
- Sound contributions to knowledge networks and communities of practice;
Other related tasks
- Contributing to promotion of gender equality by involving and benefiting both women and men in projects activities;
- Liaising and coordination with UN agencies to formulate priorities in sustainable natural resources management and assist in development and implementation of projects:
- Other duties assigned by supervisor, necessary for successful implementation of activities and projects in the portfolio, pertaining to sustainable natural resources management;

Required Skills and Experience
Education:
- Bachelor's degree in natural resource management, environmental policy or science, international development with concentration in environment or a related field.
Experience:
- 3 years of progressively responsible experience in the field of natural resource management, environmental policy and science with deep understanding of the national environmental management system.
- Experience in project proposal and project documents development in the area of natural resource management is required.
- Excellent networking, partnership building and negotiation skills;
- Knowledge of GEF and other environmental vertical funds is an asset.
- International experience in a related area, particularly UN, IFIs and international organizations is an asset.
- Advanced user of computers and office software packages (MS Word, Excel, etc), experience in handling of web based management systems is an asset.
Language Requirements:
- Fluent Uzbek, Russian and English languages.
