Passing the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY or the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.
Organizational Setting and Reporting
This vacancy is located in UN Economic Commission for Africa Addis Ababa. The incumbent reports to the Head Nurse at the UN Health Care Centre (UNHCC) both of whom work under the direct supervision of the Chief Medical Officer.
Responsibilities
Within delegated authority, the senior nurse will be responsible for the following duties:
  • Responds to emergency calls and assists the Medical Officer in providing adequate care; ensures effective liaison between patient and private doctor, paramedics, family members, and colleagues as appropriate; documents case findings.
  • Performs diagnostic procedures and screening tests such as: ECG, visual field, audiometry, endoscopy, dental care and other tests as required.
  • Undertakes vital signs for patients before the Physicians' consultations and make appointments for the patients accordingly.
  • Maintains the efficiency of the appointment system Medgate to rationalize time management and implements the right service charges for different services;
  • Maintains proper handling of the equipment;
  • Performs various nursing techniques and procedures ethically according to instructions from doctors in order to attain speedy recovery of the sick staff members;
  • Ensures that medical instruments are properly sterilized.
  • Promotion of Preventive Health care Activities as follows:
  • Ensures the preparedness of staff travelling on missions or reassignments, including administration of appropriate vaccines, instructions on malaria prophylaxis and other travel-related ailments;
  • Provides immunization to eligible family members of staff, including children;
  • Assists in providing health education and health promotion programs; participates in work environment assessment, e.g. office ergonomics, and addresses other occupational health issues;
  • Promotes health education among users of the clinic (diabetes, nutrition and obesity management, and HIV/AIDS);
  • Organizes outreach programs for staff of UNECA and UN Agencies such as 'keep fit', blood donation, and other health campaigns.
  • Screens UNHCC users (e.g. blood pressure, medical examinations for entry, periodic and exit from duty as well as comprehensive periodic medical check-ups);
  • Accompanies critically sick patients to health care facilities both locally and abroad when a medical evacuation is required to give the necessary nursing care up to the destination;
  • Provides accurate reporting and data processing of work accomplished to the Head nurse, medical officers/Chief medical officer;
  • Participate in the monthly continuous medical education.
Administrative Duties: In this respect the incumbent:
  • Participates in the management of UNHCC by assuming the role of Officer in Charge in the absence of the head nurse for the smooth functioning of the work of the centre;
  • Makes programmes and assigns all nurses to their respective work places with the necessary daily attendance entry and follow up;
  • The incumbent manages the attendance records of consultants and ensures that they are promptly replaced to provide 24hrs/7days duty;
  • Supervises and makes available the necessary supplies needed e.g. Laundry, utilities, stationary for examination rooms;
  • Provides briefing to newly employed UN staff members on the services of the UNHCC and other facilities in the city;
  • Undertakes hospital visits of patients admitted in hospitals in the duty stations;
  • Actively participates in the management of the UNHCC through teamwork;
  • Performs any other duties assigned;
In a timely manner, prepares incident report and fills out Headquarters' forms to ensure proper submission of the claims to ABC under Appendix D to Staff Rules;
  • Trains medical and other UN staff in Basic Life Support Skills;
  • Ensures proper filing of medical and other records;
  • Evaluates orders and maintains an efficient inventory and stock control of medications/vaccines and other medical supplies and equipment.

Competencies
Professionalism: Knowledge of clinical, occupational and travel nursing. Formal training in CPR and, preferably, in BCLS and ACLS or equivalent emergency medical care. Knowledge of major medical office equipment and ability to use them in emergency situations. Knowledge of basic diagnostic equipment and ability to use them. Education
Diploma in nursing is required. A university degree (B.S. or equivalent) in nursing is desirable. National registration and license are required.
Work Experience
Ten years of experience in nursing or related area is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
