Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management and training across the Organization.

The Talent Management Section of the Department of Human Resources encompasses the Recruitment Unit, the Learning and Development Unit and the Classification and Post Table Team, and is led by the Head, Talent Management Section. The Talent Management Section works toward recruiting, retaining, supporting and developing the highest quality staff and mission members and promoting their competence, performance and professional conduct.

Tasks and Responsibilities

Under the overall supervision of the Head, Talent Management Section, the Talent Management Officer will be responsible for:

• Assisting the Head, Talent Management Section in day-to-day management;
• Preparing inputs, including analytical reports, talking points and briefing notes;
• Helping plan, implement and monitor strategic projects in talent management;
• Liaising with OSCE Executive Structures and participating States on talent management issues;
• Assisting in recruitment and selection processes, such as helping with long-listing, testing and interviewing as required;
• Monitoring the expenditures of the Section's budget;
• Researching best practices and relevant developments in talent management in other organizations;
• Assisting in the preparations and implementation of the OSCE Talent Management Meeting;
• Assisting in the preparation of the Annual Report on the Implementation of OSCE Recruitment Policies;
• Participating in internal meetings and working groups;
• Performing other duties as assigned by the Head, Talent Management Section.

Necessary Qualifications

• First level university degree in public/business administration, management, human resources, economics, law, political science, social science, education, psychology or related subjects. An advanced level university degree is an asset;
• Minimum of six years of relevant professional experience, part of which related to human resources and talent management (recruitment, administration or staff development) either in public service, police/military, private enterprises, non-profit sector or international organizations;
• Proven ability to research and draft memoranda, papers and reports, using different methods of data collection and processing;
• Computer literate with practical experience in the use of common software applications;
• Experience in designing and delivering briefing sessions would be an asset;
• Excellent written and oral communication skills in English. Working knowledge of another OSCE official language is an asset;
• Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
