Job Purpose
To build multi-stakeholder support and strengthen the image of ADB at the country level through effective external relations activities, particularly media relations and communication programs, carried out in consultation with the Resident Mission (RM) and the Department of External Relations (DER).
Expected Outcomes
External Relations
  • Prepares and proposes an annual strategy, budget, and work plan for external relations activities for DER's endorsement and approval
  • Coordinates RM's external relations activities and dissemination of ADB's operational achievements in host country
  • Builds and maintains relations with media, nongovernment organizations, civil society organizations, private sector, academia, and other stakeholders
Media Relations
  • Organizes press conferences, media interviews, and reception by the RM
  • Prepares and translates the necessary background materials for the RM management; and interprets for such meetings and gatherings. Assists in preparing media materials for RM management on ADB operations for publication and broadcast.
  • Coordinates DER on news releases media releases, and handles queries from media
  • Monitors media coverage on ADB and provides updates on developments in the media in relation to ADB-assisted projects
  • Maintains a database of media contacts in country
Public Communications
  • Ensures compliance with the Public Communications Policy (PCP) disclosure requirements and timely responses to information requests in coordination with relevant ADB staff and departments
  • Maintains editorial oversight to ensure quality of website content
  • Identifies and works with DER to develop multimedia products to promote ADB's work
  • Prepares and implements media and communication activities to support Management missions
  • Ensures compliance with translation requirements under the PCP; oversees quality assurance for translation; and provide inputs to the translators database and glossary of terms
  • Manages translation of external relations messages from English to the local language, including news releases, speeches, awareness-raising materials, and online information
  • Develops promotional and awareness-raising materials such as country facts sheets and brochures
  • Interprets for RM seminars, meetings, interviews, etc, upon requests by Country Director
Knowledge Management
  • Monitors social, economic, and political developments and current events of relevance to ADB operations in the country and the Central and West Asia
  • Prepares the RM quarterly newsletter in close consultation with RM management.
  • Provides support in maintaining RM's learning resource center and information resources, RM's info kiosk, and RM's page on ADB website
Others
  • Liaises with civil society and other organizations on ADB and ADB-supported projects and provides relevant information as requested, in consultation with RM management.
  • Performs/assists in other related duties as assigned and reflected in the incumbent's work plan
Education Requirements
  • Bachelor's degree in English, Journalism, Communications, Media Relations, Public Affairs or related fields; qualifications in Economics would be an advantage
Relevant Experience
Work experience
  • At least 5 years of relevant professional experience in communications and/or media relations; experience with an international organization would be an advantage.
Technical knowledge
  • Sound understanding of social, economic, and political issues in the host country.
  • Able and experienced in establishing and maintaining productive contacts with appropriate government officials, donors, executing agencies, NGOs, and private sector.
  • Sound understanding of ADB's operations in host country; proactively monitoring 'high profile' projects and reporting significant events to Principal Country Economist and/or Country Director.
  • Familiar with desktop publishing software in addition to Microsoft Word and Excel.
  • Able to manage priorities and workload within general schedule of work.
  • Good computer skills and ability to search the Internet.
  • Excellent written and spoken English and Russian.
  • Proficiency in spoken Kyrgyz is an asset.
