UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. UNDP has been working on democratic governance issues in Indonesia for many years, and has contributed significantly to consolidating democracy through provision of policy advice and technical assistance, and by promoting and brokering dialogue and engaging in knowledge networking. In the justice sector, UNDP has been involved in providing support to ensuring access to justice and is currently implementing a Strengthening Access to Justice in Indonesia (SAJI) project which was developed based on experiences and lessons learned from two previous projects: Aceh Justice Programme (AJP) and the Legal Empowerment and Assistance for the Disadvantaged (LEAD) Project.
With funding support from the European Union, and in partnership with the Government of Indonesia, UNDP is initiating a project aimed at supporting the Supreme Court to strengthen the rule of law and enhance public trust in the judicial system by increasing the transparency, integrity and accountability of the judiciary and the quality of justice services provided to the people. The Support to the Justice Sector Reform in Indonesia (SUSTAIN) project will support the Supreme Court in the implementation of its Blueprint for Judicial Reform 2010-2035 through the achievement of four results: (1) enhanced internal and external oversight mechanisms of the judiciary; (2) enhanced knowledge and skills of judges & court staff and strengthened capacity of the Supreme Court Training Centre; (3) enhanced Human Resource and Organisation Management via integrated Human Resources and performance management databases, an effective implementation of advanced Human Resources policies, and a strengthened Judicial Reform Team Office; and (4) enhanced Case Management System and procedures of the judiciary to improve transparency, quality of case data and decisions and timeliness of case handling.
The Sector Coordinator (SC) will be responsible for managing specific project components within this project under guidance and supervision of Chief Technical Advisor (CTA)/Project Manager. They will be required to work closely with key stakeholders within Supreme Court, Bappenas, EU, UNDP as well as other relevant partners to ensure all activities are implemented according to the agreed work plan and timeline.
Duties and Responsibilities
Under the overall guidance of CTA/Project Manager, the SC-Human Resources Management Reform and Organisation Development will be responsible for conceptualizing, strategizing, planning and implementation of activities related to Output 3: Enhanced Human Resource and Organisation Management via integrated Human Resources and Performance Management databases. His/her role will include preparation of detailed work plans, budgets and monitoring plans; provision of policy advise and support to the Supreme Court; provision of guidance and direction to staff and other consultants/experts; timely submission of required reports; supporting the drafting of strategic documents including knowledge products;
III DESCRIPTION OF RESPONSIBILITIES
1. Manage and supervise Result No 3: Enhanced Human Resource and Organisation Management via integrated Human Resources and Performance Management databases and ensure effective implementation and achievement of results:
  • Leads all of SUSTAIN human resources management reform and organization development activities in the Supreme Court and/or its subordinate courts as required;
  • Assists the Supreme Court and/or its subordinate courts to design and implement strategies for innovative human resource management and organizational development programs;
  • Assists the Supreme Court and/or its subordinate courts to design and implement policies for innovative career development, performance measurement and continuous education schemes for judges, clerks and administrative service of the courts;
  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project component team, builds team coherence and support CTA/Project Manager in establishing clear roles and responsibilities among team members;
  • Mobilises goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops;
  • Ensures that the quality of project component inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Takes responsibility for the relevant project component and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management;
  • Assist CTA/Project Manager in developing project standard operating procedures in line with the government and UNDP's regulations; seeks the board's approval; and takes responsibility for updating and revising it as necessary;
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.
2. Ensure effective planning, budgeting, and implementation of the activities under Result No 3:
  • Contribute to project's annual and quarterly work plans and support CTA/Project Manager organizes project board meetings to obtain their approval;
  • Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
  • Contribute to quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the CTA/Project Manager and/or project assurance team;
  • Support CTA/Project Manager in organizing project board meetings and reports to the project board the project's quarterly progress together with any issues that may require project board decisions; and
3. Create and nurture strategic partnerships with key government counterparts and support to the implementation of resource mobilization
  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability;
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and
  • In coordination with SUSTAIN Communication Officer and UNDP's Communication Unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.
4. Facilitate knowledge building and management for and from the project implementation.
  • Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;
  • Organizes and delivers trainings for the operations/project staff on project/programme management issues;
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;
  • Identifies policy issues for codification and sharing;
  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and
  • Contributes to knowledge networks and communities of practice.

Required Skills and Experience
Education:*
Bachelor or Master's degree in law, business management, public administration, public policy, or related field.
Experience:* Minimum with 7 years of experience with Master Degree or 10 years of experience for Bachelor Degree, gained especially through nationally/internationally supported initiatives for reforming the human resources management and organizational development systems of large public or private organizations.
Language Requirements:
  • Fluency in written and spoken English and Bahasa Indonesia is required.
    Other Requirements:
  • Demonstrated strong familiarity with development projects is a must and UNDP programmes in Indonesia is an advantages.
  • Strong knowledge and experience in human resource reform management in state institution are highly desirable. Knowledge and experience of Indonesia's judicial and/or government civil services is an advantage. This will include an in-depth technical understanding of Indonesia's current regulations and practices for managing human resources in the judicial and/or government civil services.
  • Excellent inter-personal and team building skills.
  • Full time availability for project management duties is essential.
  • Familiar with Government is a must and UNDP procedures highly desirable.
  • Up-to-date computer skills required.
