THE ORGANI ZATIONAL SETTING
The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics fields. In 2015, ECAC will sign a Grant Agreement with the European Commission (EC) for the implementation of the Civil Aviation Security (CASE) project which will be delivered for the benefit of countries in Africa and in the Arabic Peninsula, for a four-year duration (mid 2015 - mid 2019). The incumbent is responsible for providing support to the CASE project, including support to the Project Coordinator and the AVSEC Technical Specialist, with regard to accounting and financial matters and records. He/she reports directly to the Project Coordinator and has the primary function of implementing and maintaining all accounting and financial aspects of the CASE project.
Under the supervision of the Project Coordinator, his/her main responsibilities include
  • payment of invoices,
  • maintenance of accounting system and records,
  • focal point for issue resolution related to account and financial transactions, and (
  • assisting with the financial reports and expenditure verification reports. This position is limited to the duration of the project, i.e., a maximum of four years.
MAJOR DUTI ES AND RESPONSI BILITIES
Function 1 (i ncl . Expected results)
Validates, captures and processes incoming invoices pertaining to the activities of the project, achieving results such as
  • Verify and reconcile Incoming invoices from travel agencies and other sources against the instructions/purchase orders supplied.
  • Process Invoices for payment in a timely and accurate manner.
  • Refer Invoices pertaining to non-routine activity to the Project Coordinator.
  • Log Invoices against assigned budget codes.
  • File all invoices and financial documents and maintain files up-to-date at all times.
  • Draft letters, internal memos or other documentation relating to the accounting system.
  • Escalate any deviation from rules and procedures to Project Coordinator for timely and appropriate action.
Function 2 (i ncl . Expected results)
Assists with financial reports and expenditure verification reports, achieving results such as
  • Ensure completeness of the financial reporting activities.
  • Provide all documents for the drafting of the financial reports by the financial organisation (external).
  • Ensure financial reports accurately reflect expenses.
  • Ensure accuracy in obligatory reporting, as a result of early detection of inconsistencies and inaccuracies.
  • Support the Project Coordinator with development and implementation of accounting policies and procedures.
Function 3 (i ncl . Expected results)
Processes payments related to the activities of the project, achieving results such as
  • Establish an efficient payment process.
  • Prepare Invoices to the European Commission.
  • Improve supplier/expert relations by establishing a standard turnaround time for effecting payments.
  • Standardize the format in which payment requests are submitted.
  • Resolve swiftly issues ensuring timely payment to suppliers.
  • Establish and maintain records of payments.
Function 4 (i ncl . Expected results)
Monitors accounting system and recordkeeping, achieving results such as
  • Keep up-to-date records in cooperation with the financial organisation.
  • Minimise financial risk associated with non-payment/late settlement of liabilities.
  • Reconcile accounts promoting pro-active detection of errors and omissions, thereby improving the accuracy of financial information.
  • Support the Project Coordinator in recording and retrieving financial details of the project, including maintaining financial records, processing payments, cash handling and salaries.
  • Support the activities of the external financial auditor, including providing all necessary documentation.
Function 5 (i ncl . Expected results)
Performs other duties as assigned, achieving results such as
  • Replace the Administrative Assistant as required.
  • Provided printed documentation, copies and scans, as required.
  • Maintain stock of forms, stationary and supplies for the Project Coordinator and the Aviation Security Technical Specialist.
  • Liaise with the travel agency as necessary for the implementation of missions.
QUALIFICATIONS AND EXPERIENCE
Educati onal background
  • Secondary education, including successful completion of courses in business/accounting and computer processing.
  • A university degree would be an asset.
Professional experi ence and knowledge
Essential
  • At least 5 years of experience in an accounting environment and/or financial/office administration.
  • Experience in working with figures requiring accuracy and attention to detail.
  • Knowledge of financial data and reports.
  • Knowledge of office automation and computerized accounting systems.
  • Sound knowledge of Microsoft Excel, Microsoft Word, and databases.
Desirable
  • Experience of working with international experts and/or in an international environment.
Language skills
  • Fluent reading, writing and speaking abilities in English and French.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
