THE ORGANIZATIONAL SETTING
The incumbent serves as Technical Team Leader and assists the ICAO Regional Director in guiding the Regional Office Technical Team in developing and implementing Regional Performance Framework for Safety and Air Navigation encompassing Global Air Navigation Plan (GANP), Global Aviation Safety Plan (GASP), Regional Performance Based Air Navigation Implementation Plan (RPBANIP) and supporting States and regional aviation security/facilitation plans and programmes. S/he also serves as the Air Transport focal point.
The Deputy Regional Director facilitates and coordinates technical advisers and experts and promotes partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society. S/he contributes to UN systems coordination through participation in policy dialogue and provision of inputs into joint Common System initiatives
. The incumbent reports directly to the ICAO Regional Director and supervises all Professional staff in the Regional Office. S/he also acts on behalf of the Regional Director in her/his absence.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (i ncl . Expected results)
Serves as technical expert in her/his own area of technical competence, achieving results such as
- Provide expert contributions in policy development and planning of programme activities.
- Provide technical supervision, including analysis of interim reports, participation in workshops, literature searches, identification and administration of resource persons/consultants in support of projects.
- Support States and regional aviation security plans and programmes.
- Formulate strategies and recommendations to resolve problems raised by Member States and specialized air navigation system, safety and aviation security /facilitation experts, including the identification and resolution of national differences from the ICAO provisions.
- Monitor closely world-wide, inter-regional and regional developments in the air navigation fields and analysis of their impact on ICAO's overall planning and implementation of GANP, GASP, and RPBANIP in the Region.
- Provide advice and assistance to States, regional bodies and international organizations concerned.
Serves as overall Technical Team Leader and assists in guiding the Regional Office Technical team, achieving results such as
- Ensure efficient and effective implementation of the technical programmes of the Regional Office, including Aviation System Block Upgrades (ASBUs) as part of the GANP and the GASP, and the RPBANIP.
- Coordinate support activities associated with Continuous Monitoring Approach (CMA) of USOAP and aviation security assistance.
- Coordinate and supervise the multi-disciplinary technical activities of the Regional Office.
- Manage the professional, technical and support staff in the Programme Area, and assume responsibility for recruitment, assignment, orientation, performance appraisal and professional development.
- Foster a collaborative spirit and cooperation to achieve results.
- Follow-up on the development of the Regional Officer's annual work programme and quarterly reports to the Regional Director.
- Support the Regional Director in providing advice and assistance to Member States with high priority to those States with significant safety concerns or significant security concerns and security deficiencies.
- Contribute to the development of ICAO Plans of Action, where applicable, and follow-up on their implementation.
Provides analysis of programme activities and makes recommendations to policy development and its implementation, achieving results such as
- Identify potential projects and participate in technical support planning and evaluation missions.
- Contribute to policy development and evaluation of programme and operational activities at regional level.
- Develop and oversee the implementation and maintenance of guidelines for the planning and coordination of the activities of the Regional Office.
- Coordinate with partners providing safety and security assistance in the Region.
- Contribute to joint UN Common System initiatives by participation in policy dialogue and provision of inputs, as required.
Manages the execution of the Regional Office's mission and meetings programme, achieving results such as
- Coordinate the organization and delivery of regional meetings, seminars and workshops relating to ICAO programmes.
- Actively lead, promote and support activities that increase the awareness, understanding and ownership of outputs, thus enhancing the influence of the work that ICAO supports.
- Identify opportunities and lead initiatives for strategic networking.
- Identify and evaluate emerging trends, issues and priorities in the region.
- Assist the Regional Director in the preparation of Regional Office group meetings, i.e. Directorate General of Civil Aviation (DGCA) Conference, Regional Commissions/Conferences, Planning and Implementation Regional Groups (PIRGs), and Regional Aviation Safety Groups (RASGs); participate in Steering Committee Meetings of Cooperative Aviation Security Programme (CASP), Regional Safety Oversight Organizations (RSOOs) and Air Navigation Service Providers (ANSPs), as applicable.
- Promote productive interactions/partnerships with representatives of Member States, donors, other international organizations and civil society.
Oversees the day-to-day administration and planning of the work of the ICAO Regional Office, achieving results such as
- Organize and manage assigned resources to provide timely and effective service delivery.
- Oversee the human resources management processes and procedures in the Regional Office.
- Develop operational plans for the Regional Office and supervise, monitor and report on its implementation.
- Prepare budget proposal of the Regional Office, monitor expenses and take decision on corrective action, if required.
- Ensure the integrity of financial systems, review of budget requirements and consistent application of rules and regulations.
- Define work strategies and annual work plans as well as development of procedural guidelines to improve the overall administration and management of the Regional Office.
- Establish, monitor and report on annual performance, quarterly reports and work plans for Regional Office staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs.
- Apply Performance Management tools, management of targets and monitoring achievement of results effectively.
- Implement continuous improvement in human resource management to ensure client orientation.
- Assist the Regional Director in coordinating with Bureau Directors at ICAO Headquarters to set the priorities for the Region within the Strategic Objectives of ICAO.
- Promote and support activities that create/increase the awareness, understanding and ownership of ICAO outputs within the Region.
- Performs other related duties, as assigned.
Educational background
- An advanced level university degree (Master's degree or equivalent) in an aviation-related, scientific or technical discipline, or in a related field, is required.
- Professional experi ence and knowledge
- Extensive experience (twelve years or more) in the field of air navigation, flight safety, air transport, with increasing responsibility and reaching executive management level in a civil aviation administration, autonomous aviation authority, airline or similar aviation- related organization.
- Substantial practical experience in the planning, coordination and management of civil aviation programmes, including high-level negotiation with government authorities, of which a minimum of five years should have been acquired in an international organization or by dealing with aviation matters extending beyond national boundaries.
- Experience in managing and supervising staff working in a diverse work programme.
- Knowledge of ICAO's structure and functions and its specific role in the Region.
Essential
- Fluent reading, writing and speaking abilities in English and Spanish are essential.
- A working knowledge of other local languages applicable within the Region or another language of the Organization (Arabic, Chinese, French, or Russian) is an asset.

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
