Background
The Bangladesh National Human Rights Commission Capacity Development Project (BNHRC-CDP) is a five-year UNDP project to develop the capacity of the National Human Rights Commission, Bangladesh. It was launched in 2010 and will end on 31 October 2015.

The development objective of the BNHRC-CD project is 'improved promotion and protection of human rights in Bangladesh with a conducive environment for Human Development and realization of the Millennium Goals'. The purpose of the project is 'to improve the promotion and protection of the human rights of all particularly for disadvantaged and vulnerable groups, such as women, disabled, ethnic minorities, and children through institutional capacity development of the National Human Rights Commission'.
Duties and Responsibilities
Objectives
To provide ICT technical support to BNHRC-CDP and NHRC and ensure smooth functioning of ICT operations at both BNHRC-CDP and NHRC
Scope of work
The assignment covers all ICT-related activities and is aimed at revamping ICT in focusing primarily on the objectives below: Full maintenance of the ICT infrastructure, including:
  • Network and Internet connectivity optimization, central management, bandwidth monitoring, etc.
  • Provide technical expertise, in liaison with UNDP/BNHRC, in procurement.
Day-to-day ICT support and training of the longer-term ICT personnel:
  • Provide satisfactory day-to-day ICT support to users in the BNHRC-CDP office and NHRC office;
  • Basic IT procedures for operating and maintenance of IT equipment;
  • Ensure proper management of IT equipment assets through proper assignment to users and asset management. Propose IT equipment maintenance strategy.
  • Assess IT user equipment needs and spearhead disposal of old IT equipment and draft replacement plan;
Contribute to inter-agency ICT operations
  • ICT capacity building of technical staff and user empowerment through regular ICT tips;
  • Support implementation of ICT management systems and strategies, focusing on achievement of the following results:
Expected Outputs and Deliverables
  • Optimized network infrastructure, datacenter and ICT management aligned with corporate standards;
  • Comprehensive handover note with clear recommendations for further/future improvements;
  • Complete and updated ICT documentation including BNHRC and NHRC aspects;
  • Satisfactory user support;
  • IT user equipment replacement plan in place;
Outputs will be confirmed by BNHRC-CDP every month.
Price Proposal and Schedule of Payments
The payment for this assignment should be defined in the financial proposal by the consultant which will be all inclusive a lump sum amount.

Period of Assignment
The duration of the assignment will be 5 months, beginning June 2015.
Duty Station
The principal working location (duty station) is Dhaka.
Inputs
Project will provide office space to the consultant. All other inputs to carry out the service will have to be borne by the consultant.
Supervision and Performance Evaluation
Under the direct supervision of the Project Manager of BNHRC-CDP, the ICT Consultant will be stationed at the BNHRC-CDP office in Baridhara, Dhaka. The ICT Consultant will provide day to day operational facility of computerized tasks both for BNHRC-CDP and for the National Human Rights Commission. The project Manager will supervise and evaluate the performance of the Consultant.

Required Skills and Experience
Education
  • University Degree in Computer Science, Computer Science and Engineering, Information Technology or relevant subjects.
Experience
  • 5 years of relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, Web designing & programming, knowledge of webcams.
Language Requirements
  • Fluency in spoken and written in English and Bangla.
Evaluation of Candidates
Individual consultants will be evaluated based on the following methodology: Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 70% marks i.e. 49 marks in the Technical evaluation would be considered for financial evaluation.
Technical Evaluation Criteria (Total 70 marks)
  • Overall experience in the provision of similar services (20 marks)
  • Knowledgeable on inter-agency collaboration (10 marks)
  • Experience in the provision of specialist technical advice, support and assistance within an information technology environment covering many ICT technologies and environments (20 marks)
  • Experience in establishing and maintaining server, storage and network infrastructure on a wide range of platforms and technologies (20 marks)
Financial Evaluation (Total 30 marks)
Financial proposals from all technically qualified candidates will be scored out 30 marks based on the formula provided below. The maximum marks (30) will be assigned to the lowest financial proposal. All other proposals will receive points according to the following formula: p y (�/z)
