Organizational Location
The Humanitarian Programme Associate (HPA) will be stationed in UNFPA Iraq location in Baghdad. The HPA is to report to the RH analyst. The HPA is part of a team which provides integrated programme and technical support within the overall UNFPA humanitarian intervention including activities in the camps and in the communities. The HPA is also expected to works in close collaboration with others in the humanitarian team including programme Analysts in Baghdad office, as well as other staff.
Job Purpose
The Programme Associate contributes to the development and implementation of the humanitarian programme in Iraq by providing the needed administrative support. As appropriate and under the direction of the Programme Analyst, the Programme Associate will also contribute to research, financial management and operational and procedural guidance.
Major Activities/Expected Results
  • Assist the CO technical and humanitarian team in providing support on operational and programme matters;
  • Assist Iraq Country Office in coordinating UNFPA technical network in the substantive area;
  • Participate in formulation of the Humanitarian Annual Work Plan and the corresponding components projects,
  • Prepare draft activity sheets jointly Programme Analysts and national partners
  • Assist in preparation, implementation and monitoring process of the humanitarian programme;
  • Ensure proper management of the office filing and archiving system;
  • Apply UNFPA rules, regulations and procedures:
  • Perform research assistance duties including bibliographic and database searches; summarize information and draft contributions to Country Office reports, technical notes, and publications;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers;
  • Assemble briefing materials and prepare power-point and other presentations for the technical and programme team members;
  • Organize, compile and process information;
  • Use the available tools for monitoring and evaluation to facilitate objective measurement of indicators included in the project documents.
  • Liaises with colleagues to collect and analyzes data on youth, reproductive health and gender variables and determine progress achieved.
  • Creates and updates a data bank on the programming process including updates on progress of the humanitarian response, including the related operational issues
  • Monitor utilization of the humanitarian response resources including: equipment, spaces and staff, with the intention of determining cost effectiveness.
  • Regularly documents lessons learnt & best practices collected from colleagues directly involved in the humanitarian response.
  • Carry out any other duties as may be required by the Humanitarian Coordinator
Work Relations
The Humanitarian Programme Associate works with and provides support to members of the Humanitarian Team in the Country Office, as well as the team under the IOM; Programme Associates and officers at Headquarters, Regional Offices and other Country Offices.
It is also expected from the HPA to keep contacts with staff and other personnel to promote achievement of common goals and shared objectives and demonstrate personal commitment to UNFPA's mandate and organizational vision.

Job Requirements
Education
  • Completed secondary level education required.
  • First level university degree in public administration, finance, or economics desirable.
Knowledge and Experience
  • 6 years previous relevant experience;
  • Previous experience in the UN an advantage;
  • Strong interpersonal and organizational skills;
  • Computer literacy - Word, Excel, Power-point, etc.;
  • Good knowledge of Atlas / PeopleSoft or other ERP system;
  • Good writing and communication skills;
  • Demonstrated ability to work in a team environment.
Languages
  • Fluency in Oral and Written English and Arabic.
Other Desirable Skills
  • Proficiency in current office software applications;
  • good basic knowledge of finances and mastery of a series of financial and spreadsheet software.
