Background
UNDP Libya is seeking a qualified and motivated national consultant in the capacity of Translation/Interpreting Specialist to work with the UN Electoral Support Team through the Libya Electoral Assistance Project (LEAP). The consultant will work under the direct supervision of the Head of the Translation Team, and the overall guidance of the Project Manager, and provides translation and interpreting services to the Team and promotes translation services consistent with UNDP rules and regulations. The incumbent facilitates the work of the Team and UNDP with their counterparts at the highest level and acts a as deputy to the Head of the Translation Team in her/his absence and coordinates the local translation team.
Duties and Responsibilities
The task of the consultant is to provide support to UNDP/UNSMIL colleagues on a range of interpretation / translation issues, including:
  • Act as the first point of contact for all activities organized in cooperation with HNEC;
  • Liaise with the Team on daily basis in order to ensure continuity of activities;
  • Produce a 100% accurate translation of English text to Arabic and vice versa. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under photographs, lists etc; accurate exact and agreed upon translation of UN agencies and title; accurate and consistent usage of UN terminology adapted to Arabic;
  • Ensure Arabic and English language excellence and proofreading, including excellent Arabic and English language, vocabulary, syntax, expression and grammar as well as all relevant terminology;
  • Ensure quality check and proofreading of translation; ensure that no typographical errors are left in the final text;
  • The translator is obligated to work within the required deadlines and be available for comments and corrections;
  • Provide Arabic-English-Arabic interpretation services (consecutive, simultaneous and whispering) for the members of the Team and UNDP;
  • Interpret for UNDP and UNSMIL for meetings, discussions and presentations on a daily basis;
  • Interpret for senior levels meetings;
  • Assist in the management of any externally procured interpretation services for workshops, seminars, etc. at the direction of the Head of Team.

Required Skills and Experience
Education
  • A bachelor degree in combination with below described experience.
Experience
  • Minimum of 10 years of relevant experience in translation in writing from Arabic into English and vice versa. Experience in translating manuals, letters, and other documents with proof of past successful work;
  • Minimum of 10 years of relevant experience in interpretation (both consecutive and simultaneous);
  • Good interpersonal skills with ability to clearly interpret/translate complex technical matters to the Team are essential;
  • Ability to work harmoniously with people of different cultural backgrounds;
  • Ability to work well under pressure and flexibility and willingness to live and work in hazardous conditions involving physical hardship and little comfort;
  • Two samples of recent, relevant translation (English to Arabic) work should be provided, each not being longer than three pages. (source document i.e. English document must also be provided);

Language
  • Fluency (both spoken and written) in English and Arabic.
