Based in the United Nations regional headquarters in Panama City, the Latin America and the Caribbean Regional Office supports UNOPS operations and projects centres across the region, providing financial oversight of projects, procuring goods and services and managing human resources. The office helps ensure that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated among projects.
Background Information - Job-specific
UNOPS has been requested by the Government of Grenada to provide project management and technical assistance to the Grenada Houses of Parliament Project. The project objectives include;
  • Construction of new houses of parliament building including all associated support facilities and infrastructures such as access road, car park, back-up generator, etc.
  • Provision of furniture and equipment
  • Provision of technical advice and capacity building
Design and contract documents are almost complete and construction works began January 2015. The construction works will be administered as a lump sum contract with FIDIC red book conditions of contract. Approximate project time frame of 18 months and an area of 28,000 ft2.
The project engineer will have a minimum of 5 years construction experience particularly in FIDIC conditions of contract for construction administration and site supervision in a mature construction industry. He/she must be fully versed with mature construction occupational health and safety, quality, contract and construction management systems. He/she is responsible for leading on the above activities while also assisting the project manager with the day-to-day operations of the project. He/she is expected to meet and exceed the organizations performance and delivery goals. He/she will fulfil the role of project manager in the project manager's absence and as such will act as deputy project manager.
Functional Responsibilities
While UNOPS is not directly accountable for the following, the project engineer will be specifically responsible to provide advice on and facilitate i) FIDIC contract administration, ii) establishment and running of a mature OH and S system, iii) establishment and running of a mature quality management system, iv) general construction management activities.
He or she will also assist the project manager with producing the project initiation document, and the respective roles and responsibilities of the stakeholders. S/he must be able to apply, with some degree of autonomy, the below duties and responsibilities.
Contract administration (FIDIC)
  • Provide advice on FIDIC redbook conditions of contract administration.
  • Provide advice on lump sum works contracts.
  • Facilitate with the project manager and project FIDIC engineer contract administration, communication, and documentation activities.
Construction supervision
  • Lead the establishment with the contractor comprehensive occupational health and safety system inclusive of the development of health safety plan, risk assessments, method statements, permit systems, inspections records and reporting for example.
  • Lead the establishment and running with the contractor a comprehensive quality and environmental management system inclusive of the development of comprehensive inspection and test plans, materials submittals, inspections and test records and reporting for example.
  • General construction supervision including monitoring compliance with specifications and designs, confirming survey and setout, monitoring materials quality and quantities and issue resolution.
Stakeholder Management
  • Establish solid working relationships with the project board, client and design consultants and construction contractors.
  • Manage communications ensuring stakeholders are aware of project activities, progress and exceptions .
  • Advise on issues that may impact the achievement of project outcomes.
Design Coordination (also desirable but not essential)
Facilitate design coordination and contract document preparation through
  • The management of design coordination meetings.
  • Leading design consultant communication and coordination activities.
  • Overseeing contract documentation preparation.
  • Facilitating design reviews, requests for clarification, document revisions.
Delivery and Performance
  • Prepare and implement project plans within tolerances set by the project board or project manager.
  • Identify and manage risks so that maximum benefit to client and stakeholders is achieved.
  • Oversee and review occupational health and safety.
  • Manage and review construction quality and ensure products accepted.
  • Manage and review contract documentation quality.
  • Monitor and evaluate performance of service providers.
  • Identify and report threats to UNOPS internal business case to supervisor.

Education/Experience/Language requirements
Education
  • Master's Degree Title in Engineering, construction management, quantity surveying or other construction related field.
  • Bachelor's Degree plus additional years of experience, can be accepted in lieu of a Master's Degree.
  • Prince 2 Foundation Certificationis is desireable.
  • FIDIC Training certification is desireable.
Experience
  • Five years (or more based on academic credentials) of progressive experience in construction management with focus on contract management, site supervision and quality control in either public or private sector organizations.
Language
  • Candidate must be fluent in English (write, read and speak)
