THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.
The Bureau is responsible for the development of SARPS and guidance material promoting both a safe cargo environment and the growth of traffic without compromising safety.
The Technical Officer will provide technical advice in relation to cargo safety in the implementation of SARPS of Annex 18 and related documents. The incumbent collaborates closely with other Technical Officers in the Bureau for all cargo safety-related matters including authorizations for operators to carry cargo, cargo compartment configurations, fire suppression and cargo restraint systems. S/he develops appropriate amendments to Annexes 6 – Operation of Aircraft, 8 – Airworthiness and 14 – Aerodromes. S/he coordinates closely with the Air Transport Bureau (ATB), specifically with regard to cargo security and facilitation. The incumbent reports directly to the Chief, Cargo Safety Section (CSS) with whom s/he consults on complex technical issues. The supervisory level includes technical supervision, coaching and training if necessary, as well as performance evaluation, delegation and distribution of tasks and decision on priorities.
MAJOR DUTIES AND RESPONSIBILITIES
Serves as Secretary of the Cargo Safety Panel (CSP), achieving results such as
- Provide comprehensive analysis of problems raised by States and international organizations in the field of cargo safety, and provide recommendations for appropriate solutions;
- Provide solutions to technical problems supported by the CSP, ANC and Council;
- Develop amendments to Annex 18 which reflect operational needs, new trends and technological developments;
- Develop amendments to Annex 6 to ensure operators authorized to transport cargo have appropriate approvals for training manuals, procedures and processes;
- Develop amendments to Annexes 8 and 14 for cargo safety related issues;
- Provide guidance for panel members on ICAO policies, procedures and methodologies;
- Develop meeting documentation which facilitates effective technical discussions including working papers, presentations and reports;
- Communicate and coordinate with panel members and other ICAO sections and technical bodies including Flight Operations, Aviation Medicine, Airport Operations and interoperability, Aviation Security and Facilitation sections;
- Report panel activities to the ANC and Council.
Manages and leads the development of cargo safety, including dangerous goods, competency-based training programme, achieving results such as
- Analyse functions of State employees who oversee cargo transport programmes in their States and develop competency frameworks for State employees involved in the regulation and oversight of the transport of cargo, including dangerous goods, by air;
- Analyse functions of all cargo personnel involved in the transport of cargo and mail including operators, postal workers, shippers, packers and freight forwarders and develop competency frameworks for all such personnel;
- Develop and conduct training course on using the Technical Instructions, updated in accordance with new editions of the Technical Instructions and its addenda/corrigenda;
- Develop and conduct training courses on State regulation and oversight of the transport of cargo, including dangerous goods, by air;
- Develop and conduct training courses on specialized dangerous goods subjects including the safe transport of lithium batteries, infectious substances, and radioactive material, updated in accordance with new editions of the Technical Instructions and its addenda/corrigenda; and
- Evaluate methods to determine whether students can perform required competencies.
Identifies the need for aviation safety tools in the field of cargo safety and develop them in coordination with States and other international organizations (e.g. Universal Postal Union (UPU), International Atomic Energy Agency (IAEA), World Health Organization (WHO), International Maritime Organization (IMO), International Air Transport Association (IATA), International Federation of Airline Pilots association (IFALPA), International Coordinating Council of Aerospace Industries Associations (ICCAIA), Global Air Cargo Advisory Group (GACAG), International Federation of Freight Forwarders Associations (FIATA), The International Air Cargo Association (TIACA), Airports Council International (ACI), achieving results such as
- Develop guidance material, outreach material, training aids etc. for States to better implement the requirements of Annex 18 the Technical Instructions, SARPS related to cargo safety in Annexes 6, 8 and 14, and all related documentation.
Represents ICAO, participates in discussions with and initiate follow-up action with international organizations concerned with the development of Standards for the international transport of dangerous goods, including the United Nations, IAEA, UPU, WHO and IMO, achieving results such as
- Provide effective reporting of ICAO's position in relation to the safe transport of cargo, including dangerous goods, by air;
- Develop regulations which ensure cargo, including dangerous goods can be transported safely by air and which are harmonized, to the extent possible, between all modes of transport.
Serves as subject matter expert within the Organization on cargo safety matters by providing technical expertise, analysing aviation safety-related issues, and coordinating input from key stakeholders , achieving results such as
- Provide sound recommendations for mitigating potential risks to aviation safety e.g. mitigation strategies for the transport of lithium batteries.
- Provide guidance to Contracting States, ANC, Council, ICAO bureaux, sections and regional offices which facilitates informed decision making and leads to better implementation of the requirements of Annex 18 and the Technical Instructions.
- Performs other related duties, as assigned.
Education
- First level university degree, preferably in an aviation related discipline or other scientific or technical discipline, management or administration.
Essential
- Considerable experience (ten years or more) in air cargo safety, airworthiness, operations, air traffic management or aviation security.
- Extensive experience in aviation in the area of airworthiness, operations, air traffic management or aviation security.
- Extensive experience in developing training programmes in the field of cargo safety or other safety-related areas.
- Experience with developing policies for State enforcement and compliance programmes.
- Experience in international air transport of dangerous goods at a supervisory level.
- Experience in providing service to international meetings.
- Experience in auditing aviation safety issues.
Essential
- Fluent reading, writing and speaking abilities in English.
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Professionalism
- Extensive knowledge and understanding of Annex 18 to the Convention on International Civil Aviation, Doc 9284, Doc 9284SU and Doc 9481.
- Knowledge and understanding of Annexes 6, 8, 14 and 17 to the Convention on International Civil Aviation as they relate to cargo, including dangerous goods.
- Knowledge of functions of other international organizations dealing with dangerous goods transport (e.g. UN, IAEA, IMO, UPU, WHO).
- Knowledge of dangerous goods regulations for other modes of transport.
- Expertise in specific dangerous goods subject areas such as explosives, radioactive material, infectious substances, and cargo security.

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
