BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the agency for the United Nations dedicated to promoting socially and environmentally sustainable development of human settlements in an urbanizing world, with the goal of providing safer and more inclusive human settlements. UN-Habitat implements programs in a number of fields, including disaster risk reduction, climate change adaptation, urban research/development programs, and water supply and sanitation. The Land Administration and Management Programme (LAMP) is one of the new initiatives of UN- Habitat in Myanmar under a LOA with SLRD of MoAI. LAMP is led by SLRD with an assigned National Project Director.

UN-Habitat is looking for the services of an IT Associate to assist the Land Administration and Management Program for Computer support.
DUTIES AND RESPONSIBILITIES
Under the overall guidance of National Operations Manager, UN-Habitat Country Office and direct supervision of the Senior Technical Advisor (STA), the incumbent is responsible for all computer administration support to the LAMP Project at Myingyan:
  • Monitor the operating condition of all LAMP equipment and if any problems either fix the problem or if cannot be fixed report the problem and recommended solution to the STA;
  • Ensure that all equipment is protected from power voltage surges at all times;
  • Perform system administration services on the server such as daily and weekly backups in accordance with good practice; performance management; system update, review system access rights. Keep backup disks in a secure place and follow grandfather-father-son backup regiment;
  • Monitor the performance of the network and internet and make adjustments as necessary or 2 recommended changes for efficient performance;
  • Monitor performance of the peripheral equipment (scanners, printers) and make necessary actions to ensure their continued operation;
  • Ensure that all PCs have secure access by passwords and keep a register of passwords that have been issued. Inform staff continually of their need for confidential password usage;
  • Ensure that anti-virus programs are active and up-to-date at all times on all PCs and instruct staff on the proper way to reduce risk on introducing viruses through memory devices and emails;
  • Provide technical support in response to SLRD staff software/hardware issues and questions;
  • Ensure that LAMP equipment is being used for the intended purpose and all equipment remains in place;
  • Suggest IT training to selected staff to facilitate LAMP activities;
  • Ensure that the IT room is clean, dust free and air conditioning is functioning properly;
  • Monitor and record the use of IT supplies and order in advance necessary supplies such as paper, inks, drafting film etc.
  • Assist SLRD on data capture program to streamline operations;
  • Upon delivery of the various IT equipment to Myingyan take the lead in checking the equipment, setting up any necessary software and assisting UN Habitat Yangon to coordinate the shipment and installation at the Myingyan office of SLRD;
  • Report to the STA on weekly basis on the above responsibilities.
QUALIFICATIONS AND EXPERIENCE
  • University degree in IT or related field;
  • At least 3 years work experience in IT;
  • Proficient in Windows, MS Office, Network installation;
  • Experience with server systems operating MS Windows Server is preferred;
  • Experience with MS SQL Server is desirable;
COMPETENCIES
  • English language skills;
  • Diligent, reliable and self-motivated;
