This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A short-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
The Roads for Development program (R4D) has been designed as the main donor-funded program that will support rural roads in Timor-Leste. R4D is implemented by the Directorate of Roads, Bridges and Flood Control (DFRBC) of the Ministry of Public. Australian Aid provides funding support to R4D and technical assistance is provided by the International Labour Organisation (ILO). The donor contribution of Australian Aid to R4D - which started in March 2012 and has been designed initially for a period of 4 years - is AUD 30 million.
The development objective of R4D is that women and men in rural Timor-Leste are deriving social and economic benefits from improved road access. Its immediate objective is that GoTL is more effectively planning, budgeting and managing rural road works using labour based methods, as appropriate.
These objectives are pursued by a combined strategy of direct investments in road works and supporting GoTL to plan, budget and manage rural road works. Support to GoTL consists of policy dialogue, technical advice and capacity development. Direct investments include the rehabilitation and maintenance of prioritized rural roads in Timor-Leste
The main benefits for women and men in rural Timor-Leste that are expected from the rehabilitation and maintenance of rural roads through R4D are social and economic benefits from improved rural road access. Impact evaluation studies of rural roads projects in Timor-Leste and elsewhere indicate that improved rural road access can have a wide range of livelihood benefits for the rural people using the improved rural roads.
R4D's staff and management structure are embedded in DFRBC and R4D supports the development of rural road capacities within the existing DFRBC structure.
The M&E / Knowledge Management Officer will be responsible for the implementation of the R4D M&E Framework and M&E Plan. He/she will also be responsible for the development and implementation of the R4D Knowledge Management and Communication Strategy. He/she will also have a supporting role in designing and implementing the architecture of the performance management and monitoring arrangements for R4D. This includes monitoring and assessing the progress and performance - against agreed indicators and/or work plans - related to R4D's immediate objective, scheduled inputs, planned activities, targeted outputs and established procedures, processes and standards (including quality standards). The CTA and other ILO R4D TA staff - will provide inputs and support to R4D's M&E and Knowledge Management activities, as required.
The M&E / Knowledge Management Officer will report directly to, and work in close collaboration with, the Chief Technical Advisor of the R4D project. The incumbent will also work in close collaboration with ILO-R4D colleagues, relevant technical specialists, counterparts and colleagues of the Directorate of Roads, Bridges and Flood Control (DFRBC) in the Ministry of Public Works, and with other external stakeholders and support-holders.
Description of Duties
  • Provide inputs for the establishment and implementation of Knowledge Management functionalities that capture, analyse and communicate a range of performance information about R4D and the rural roads sub-sector;
  • Undertake activities to capacitate and assist the Ministry of Public Works in establishing and implementing systems for internal and external information sharing with regards to R4D's work and achievements in policy development, the implementation of physical road works, standards, systems development, specifications and work methods;
  • Support the implementation of R4D's Communication and Advocacy Strategy, monitor its effectiveness and adjust the Strategy as required;
  • Liaise with key personnel within DRBFC and partner agencies to ensure that objectives and outcomes of R4D are effectively communicated and shared amongst key stakeholders and that they interface effectively with the GoTL's perspectives in order to increase resource allocations to the rural roads sub-sector;
  • Implement and coordinate activities related to the already established R4D M&E Framework and M&E Plan. This includes the implementation of baseline and end-line surveys, with sex-disaggregated data where relevant, and qualitative impact case studies. It also includes monitoring identified risks and providing inputs in the formulation of recommended corrective action;
  • Support the development and implementation of effective systems for storing and analysing M&E data and undertake analysis of performance data and the preparation of key reports;
  • Assist with the assessment of the effectiveness of current internal and external reporting procedures and capacities within MPW (with main emphasis on DRBFC) and advice and support the MPW - and in particular DRBFC - with the development and/or improvement of reporting procedures and systems;
  • Refine M&E tools and protocols where necessary, including;
  • Contribute to the promotion of a 'performance culture' within DRBFC;
  • Provide technical oversight of key M&E processes, including the refinement of tools/approaches to monitor effects/impacts of R4D on the performance of DRBFC and R4D's overall development goal;
  • Conduct M&E and KM training, seminars, workshops and technical meetings to develop R4D's internal staff capacity related to M&E, to share M&E and KM findings, and to develop the capacity of MPW/DRBFC staff members and other concerned stakeholders in relation to M&E, KM and reporting;
  • Any other duties relevant to the assignment, as directed by the supervisor.
Required Qualifications
Education
University degree with demonstrated expertise in development studies, business management, international development, economics, social science or a related discipline
Experience
  • Three years' relevant working experience at international level in the field of M&E, preferably including experience in M&E in the (rural) roads sector in developing countries and experience and understanding of knowledge management (including management information systems) and communications in a development context
  • Familiarity with the ILO and its work with tri-partite partners will be an advantage
Languages
Excellent command in spoken and written English is required; knowledge of Tetum is an important advantage.
Competencies
  • Demonstrated experience and understanding of whole of government operations and policy in the Timor Leste (or similar) context;
  • Proven skills in developing and mentoring M&E capacity within counterpart institutions;
  • Appreciation of organizational change processes in complex and low capacity environments;
  • Knowledge of gender equality mainstreaming concepts and strategies and demonstrated commitment to gender equality;
  • Professional and personal endurance and commitment to complete complex assignments efficiently and effectively in a high demanding working environment;
  • Demonstrated ability to train, coach and mentor counterpart staff - within an individual, team and organizational context;
  • Proven ability work as a team player in large and diverse teams and to maintain a good balance between initiating activities and consulting, coordinating and liaising with stakeholders and other concerned parties;
  • Demonstrated strong analytical and conceptual skills and the ability to prioritize assignments,
  • Good computing skills, at least in MS Word, MS Excel and MS PowerPoint.
