This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
The project UZB/14/01M/USA 'Support for the Implementation of the Decent Work Country Programme' is implemented by the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow) with technical support from Fundamental Principles and Rights at Work Branch (FPRW) under Governance and Tripartism Department (GOVERNANCE) of ILO Office in Geneva.
DWT/CO-Moscow coordinates the ILO activities in ten countries: Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.
The position is located in Tashkent, Uzbekistan.
The incumbent will assume the responsibilities of Technical and Monitoring and Evaluation (M&E) Officer under the technical cooperation project aimed at supporting the Decent Work Country Programme (DWCP) for Uzbekistan (2014-2016), signed between the ILO and the Government of Uzbekistan and social partners in April 2014.
Priorities of the programme include the promotion of international labour standards and fundamental principles and rights at work, social dialogue, employment promotion through active labour market policies and entrepreneurship development, the promotion of occupational safety and health, and the enhancement of social protection.
The Technical Cooperation Project UZB/14/01M/USA funded by the U.S. Department of Labour (USDOL) will support the efforts to reduce child labour and forced labour and promote decent work in Uzbekistan, particular in the following key areas for work:
The project objectives are aligned with the ILO Strategic Policy Framework and relevant Programming & Budget cycle thus making project-specific outcomes part of the ILO's overall planning and reporting system enabling to organise and monitor its work around a number of specific Country Programme Outcomes (CPOs).
The Technical and M&E officer will support implementation, monitoring and evaluation of the project activities.
Description of Duties
The Technical and M&E officer will work under supervision of the Chief Technical Advisor of the project who supports him/her as necessary to carry out the responsibilities of the position.
The Director of DWT/CO-Moscow is the Responsible Chief of the incumbent.
The incumbent is expected to effectively cooperate with other technical specialists and officials of DWT/CO-Moscow, the GOVERNANCE, NORMES, EMPLOYMENT, WORKQUALITY and SOCPRO, as well as ACTRAV and ACT/EMP.
Under the direct supervision of the Chief Technical Advisor, the Technical and M&E Officer is responsible for the implementation, monitoring and evaluation work undertaken as part of the project. This includes the development and implementation of a Comprehensive Monitoring and Evaluation Plan (CMEP) in collaboration with the donor. The incumbent will work closely with all members of the project team to assure that the CMEP contributes effectively to project management, accountability and learning.
The Technical and M&E Officer will have the following main duties:
Required Qualifications
Education
Advanced university degree in human resources development, economics, business or public administration or other social sciences.
Experience
At least five years of professional experience, including at least three years working on project management and evaluation of development cooperation projects, including design, planning, management, and implementation of evaluations and M&E strategies. Demonstrated technical capacity to manage and provide technical support and guidance in comprehensive monitoring and evaluation systems. Relevant work experience in the countries of Eastern Europe and Central Asia Sub-region is an advantage.
Languages
Excellent command of English. Proficiency in Russian language is an advantage.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Tashkent, he/she may be assigned to any duty station designated by the Director-General of the ILO.
