Background Information - Myanmar
UNOPS Myanmar is under the UNOPS Asia, Europe and Middle East Regional Office and was established to support, develop and oversee UNOPS' portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed.
The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.
UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS' partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies.
Background Information - Job-specific
Under the guidance and direct supervision of the Sr. Political Affairs Officer, Operations Officer/ Admin Officer is responsible for management of the Good Office's administrative team and effective delivery of administrative support services. He/she analyzes and interprets the administrative rules and regulations and provides solutions to complex issues related to administration.
The Operations Officer/ Admin Officer works in close collaboration with the UNOPS support service teams in Myanmar and Department of Political Affairs (DPA) in NY, UN agencies and Government officials to successfully deliver administrative services.
Functional Responsibilities
Under the direct supervision of the Senior Political Affairs Officer (SPAO), the Operations Officer/ Admin Officer supervises and leads the support staff within DPA, Yangon. S/he provides smooth operation of administrative services in terms of quality and accuracy of work completed. In order to provide overall management of administrative services, ensuring high quality of work, data accuracy and timely and properly recorded/documented service delivery, the Operations Officer/ Admin Officer promotes a client, quality and results-oriented approach. S/he will be responsible for performing the following duties:
  • Provide comprehensive administrative management for day-to-day office operation;
  • Provide overall administrative support to immediate supervisor, the Senior Political Affairs Officer;
  • Lead support staff; assess and monitor office work flow and prioritize operational tasks;
  • Perform a broad range of specialized activities aimed at effective and efficient functioning of the Secretary-General's Good Office, including data/schedule management, maintenance of protocol, information flow;
  • Advise on local politics and keep up-to-date on local media and report to Senior Political Affairs Officer;
  • Provide substantive research and analytical support;
  • Translate sensitive documents from Myanmar to English language and act as a translator when required;
  • Take full responsibility in managing mission's schedules and representation, both logistics and substantive aspects;
  • Supervise and guide support staff on travel and logistic arrangements for SPAO and visiting missions;
  • Conduct necessary preparation work prior to missions, prepare itineraries and background materials;
  • Collaborate and coordinate with key Government institutions, donors, INGOs and various interlocutors;
  • Prepare and coordinate asset disposition cases during operational closure;
  • Coordinate recruitment needs and process with UNOPS/HR Unit;
  • Assess staff competency and train admin support staff in protocol and admin procedures, processes and practices, ensure adherence to rules and regulations;
  • Monitor budget and account expenditures and administer administrative policies;
  • Certify administrative data, forms, expenses and records;
  • Provide inputs to the preparation of administrative team results-oriented work plans;
  • Prepare reports, charts, graphs and tables compliance with UNOPS format and style;
  • Support with protocol matters, registration of staff, coordination with local authority on space and other administrative matters.
  • Coordinate and manage shipments and customs clearance, transportation services and insurance, space management, procurement of supplies;
  • Organize workshops, conferences and administrative surveys for organization of common services;
  • Oversee office maintenance;
  • Perform other duties as assigned.
Education/Experience/Language requirements
Education
  • Master's Degree in Business Administration/ Public Administration/ Management/ Social Science/Project Management, International Relations, Political Science or related field is required. Additional 2 years with a Bachelor's Degree in combination with required qualifying experience may be accepted in lieu of the master's degree.
  • Certification in Administration is desirable
Experience
  • Minimum 2 years of relevant experience in administration management in the national or international level is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required
  • Experience in handling of web-based management systems would be grate asset
  • Experience in a similar position within a large international organization would be an asset.
  • Knowledge of UN rules and regulations is an advantage.
Language Requirements
