II. ORGANIZATIONAL CONTEXT AND SCOPE
IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization with headquarters in Geneva, Switzerland, IOM supports governments to effectively manage the various challenges related to migration. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, non-State actors, communities, and other agencies to strengthen health systems and promote health equity for hard-to-reach mobile populations, migrants, and their local host communities. IOM's programme on safe migration in South-east Myanmar comprises a number of components, including counter-trafficking in persons, peace-building, and health. This particular project involves a large community-based primary health component together with a smaller component on counter- trafficking.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the overall guidance of the Head of Sub-office (HSO) and the direct supervision of the Assistant Project Manager (APM), and working closely with Field Project Coordinator (FPC), Loikaw and other relevant programme units, the incumbent is responsible for the effective and client-centred management of a maternal, newborn and child health programme in Loikaw, Kayah State.
Specific tasks include the following:
- Compile and consolidate township level data from M & E Assistants to provide project level monthly progress report.
- Logical and cross-checking and verification of paper-based field monthly reports with (access) database.
- Support field M&E assistants and database operator for assuring data quality and strengthening M&E system by regular supervision visits.
- Maintain constructive and engaging communication between the RHC-sub RHC/Township, and relevant MNCH project staff for valid and timely HMIS reports
- Work closely with the counterparts from the Township Health Department to provide appropriate information for health system development.
- Assist Medical Superintendent (MS) or Township Medical Officer, Township Health Assistant to monitor monthly reports and maintain compliance with DoH procedures.
- Continuously strive to obtain accurate, absolute HMIS data.
- Support to implement M&E systems for compliance of all planned activities, reporting timelines, impact and key results framework.
- Support the Field Project Coordinator in the development of tools for data collection, reports preparation and communicating findings.
- Support and provide the inputs to the MNCH team in development and preparation of population based surveys. (Baseline / End line .etc)
- Complete standardized checklists to monitor facility supports (drugs, equipment)
- Monitor the effectiveness of the referral system by regular field visit and small discussion with the beneficiaries and then to provide feedback related to the effectiveness of the referral system
- Support the MNCH team to provide feedback mechanisms for the community members
- Timely submission of compiled data and reports to the Assistant Project Manager for the State level report, and to Field Project Coordinator for township level report.
- Strive to ensure the highest quality of data collection, storage and presentation by regular field level data verification.

V. Education and Experience

- University degree holder with minimum of 3 year experience in working with community based health programs (preferably in the field Maternal and Child Health, Primary Health Care, psychological supports) with an INGO, LNGO, UN agency.
- Proven experience in database, monitoring & evaluation technique and excellent data presentation skills
