Job Purpose
The Advisor is responsible for leading and managing Treasury Client Solutions Unit (TDCS). As a member of the Treasury Department (TD) management team, the Advisor will contribute to enhance TD's outreach to internal and external clients by providing advisory services to clients on prudent debt management and financial management; design and outreach to clients on existing, enhanced and new financial products and features; coordinate and mobilize local currency financings and strengthening capital markets development; and serve as the key focal point between TD and operations departments for the development and structuring of financial products.

Client and advisory services and solutions
  • Act as the key focal point in responding to internal and external client inquiries regarding ordinary capital resources (OCR) financial products. Provide sound financial management analysis, research and advice to ADB internal and external clients
  • Lead improving internal and external client awareness on debt management, reserve management and asset and liability management by setting up appropriate forums, networking trainings and brochures and liaising with the relevant operational and support departments to ensure smooth roll-out of any new financial product and/or features.
  • Oversee TD's client outreach program in dissemination information on ADB's OCR financial products, best practices in financial management and in knowledge exchanges.
  • Manage and provide innovative inputs on the development of financial products and services for ADB clients. Gather feedback from borrowers as inputs for the refinement of ADB's existing loan products.
  • Work with relevant teams in other Departments within ADB to support client needs with respect to bond/loan guarantees, risk participations, co-financing, disaster risk management, etc.
  • Maintain current knowledge of market trends and regulatory requirements, and review Treasury activities for compliance with ADB policies, regulatory guidelines, and department practices and procedures to ensure continuing compliance.
  • Initiate and coordinate with other Divisions within TD to undertake legacy pools, LBL and LCL loan-related conversion, debt management, foreign exchange and settlement execution transactions in response to borrower's debt management requests.
  • Represent TDCS in internal and external forums including international conferences, seminars and workshops and high-level meetings with external clients.
Local Currency Regulation and Solutions
  • Oversee, cultivate and maintain relationships with regulators, central banks, commercial banks and exchanges to ensure proactive and comprehensive regulation coverage across various currencies, markets and products. Open new markets and region-wide initiatives such as the Asian Currency Note Programme.
