Job Purpose
Undertake and deliver sector analysis, as well as contribute to the development of education and skills development sector policy work in developing member countries (DMCs) within broad policies and objectives. Contribute actively to the identification, development, processing, implementation, administering, and completion with closure of loans, grants, technical assistance (TAs), and non-lending products and services (NLPS) in the education sector and in skills development. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.
Expected Outcomes
Strategy and Planning
  • Undertake and deliver education sector analysis and contribute towards the development of strategies for the education sector and skills development in DMCs in consultation with relevant government agencies and Resident Missions (RMs)
  • Participate in country teams through the provision of inputs on education sector and skills development issues for country partnership strategies (CPS).
  • Participate and contribute to the sector and analytical work of interdepartmental working groups on the education sector and skills development, especially in the area of public private partnership.
  • Participate in education sector and skills development pipeline development activities, proactively anticipating and responding quickly to client needs.
Project Management
  • Identify opportunities for ADB assistance projects in the education sector and skills development in DMCs.
  • Take the lead in the development, processing, administration, and completion of non-complex loans TAs and NLPS in the education sector and skills development.
  • Integrate ADB's policies and guidelines in the design and implementation of education sector and skills development projects.
  • Provide advice to executing agencies on project preparation and implementation.

Knowledge Sharing
  • Provide information and inputs to internal and external training and conferences on the education sector and skills development and other activities for advocacy, dissemination and knowledge building, especially in the area of public private partnerships.
  • Prepare analyses, papers and reports on key aspects of the education sector and skills development, particularly to share experience and learning from projects and TA work, and as requested from DMCs for areas that are important and topical to them.
  • Share information and experience with colleagues both within the division and within ADB, helping the team stay updated on latest developments and research in education.
Staff Supervision
  • Take the role of team leader to develop capabilities/potential of reporting staff.
  • Track the performance of reporting staff, providing motivation, encouragement, clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff to build capacity and professional skills.
Education Requirements
  • Master's degree in Education or other related specialized fields.
  • University degree in Education or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience
Work experience
  • At least 8 years' relevant experience within the education and/or skills development field in a professional capacity.
  • International experience working in development in the education sector and skills development in one or more developing countries, not including your home country.
  • At least one year in cumulative time working in a developing country other than a home country.
Technical knowledge
  • Application of expertise within a specific area of education and/or skills development, or breadth across multiple areas with in-depth knowledge.
  • Ability to utilize and share relevant knowledge to benefit the broader ADB community and our developing member countries.
  • Some experience in quantitative or qualitative research, data analysis, or impact evaluation (including randomized control trials) is desirable.
People and leadership skills
  • Capacity to mentor more junior team members, providing guidance on designing, implementing, and learning from the results of projects, TAs, or NLPS.
  • Coaching skills, to develop capabilities/potential of more junior colleagues.
  • Ability to act as a team leader when required, with supervision from the Director or a more senior team leader.
