Organizational Setting and Reporting
This position is located in the Field Personnel Operations Service, Field Personnel Division, Department of Field Support. The Associate Human Resources Officer will report to the Chief, Integrated Regional Section, under the overall supervision of the Chief, Field Personnel Operations Service in the Field Personnel Division
Responsibilities
Under the direct supervision of the Chief, Integrated Regional Section, the incumbent is responsible for
General
  • Provides advice and support to managers and staff on human resources related matters.
  • Keeps abreast of developments in various areas of human resources.
  • Prepares special reports and participates and/or leads special human resources projects.
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative functions.
Recruitment and placement
  • Provides support to field operations for the effective selection of the best suited candidates to meet operational needs.
  • As the Officer responsible for assigned missions, assists in the planning and management of staffing in these missions.
  • Monitors adherence to human resources policies and procedures in field operations.
  • Liaises with the Recruitment and Outreach Unit (ROU) on preparation of Position Specific Job Openings (PSJOs).
  • Assesses mission recommendations on extensions of appointment/assignment, and making recommendations when non-renewal or tarnation of appointment has been recommended by the mission.
Administration of entitlements
  • Provides advice on interpretation and application of policies, regulations and rules.
  • Reviews and provides advice on exceptions to policies, regulations and rules.
  • Administers and provides advice on salary and related benefits and travel entitlements.
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status. Reviews policies and procedures and recommends changes as required.
  • Reviews and recommends level of remuneration for consultants.
Other duties
  • Prepares classification analysis of jobs in Professional and General Service and related categories.
  • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
  • Examines complicated cases and carries out thorough research and fact-finding, consulting with the Office of Human Resources Management and other Departments as needed, and formulates submissions and recommendations as required.
  • Assists in preparing policy papers, position papers and briefing notes on human resources issues.

Education
  • An advanced university degree (Master's degree or equivalent) in human resources, administration, social science, education, or related area.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Work Experience
  • A minimum of two years of progressively responsible experience in human resources management, administration or related area.
  • Experience with ERP systems or similar HR administration computer applications is desirable.
  • No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Languages
  • English and French are the working languages of the UN Secretariat.
  • For this position English is required; knowledge of French is desirable.
  • Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
