Passing the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY or the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.
Staff members are subject to the authority of the Secretary-General
and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Organizational Setting and Reporting
This position is located in the Internal Audit Division, Office of Internal Oversight Services (IAD/OIOS) in New York. The incumbent at this level works as a member of an audit team and usually reports to an Auditor-in-Charge and to the Section Chief.
Responsibilities
Within delegated authority, the Senior Audit Assistant is responsible for the following duties
- Examines detailed financial and/or processing documents to ensure conformity with established rules and regulations. Computes, calculates, verifies, tabulates and analyses data.
- Compiles a variety of pre-audit information for both financial and operational audits of specified operations and/or transactions.
- Undertakes audit interviews with supervisory and line personnel working within various operations in order to establish procedures and practices. Clarifies records and systems and observes work in progress.
- Documents all observations regarding operations and transactions audited, highlighting any weaknesses/discrepancies. Makes recommendations for resolution of identified problems.
- Prepares Record of Control Weaknesses (RCWs) and submits to Auditor-in-Charge for review and incorporation into audit report.
- Identifies appropriate accounting and control procedures, e.g., development of new/additional ledgers, improvement in control of cash receipt and recording procedures, establishment of controls for imprest account levels, follow-up on overdue accounts, etc.
- Ensures completeness of audit working papers, which document the various phases of each audit assignment and supports individual findings and recommendations, utilizing the Division's electronic working paper application.
- Participates in the discussions at the Entry and Exit Conferences and documents the minutes as required.
- Performs other duties as may be required, such as participating in/or drafting the audit programme, monitoring the coding and implementation of audit recommendations, maintaining the client profile database, and administrative tasks as assigned.
- Travels as part of an audit team to carry out field audit assignments in a Regional Commission, peacekeeping mission or technical cooperation projects in various countries.

- High school diploma or equivalent.
- A minimum of 10 years of experience in accounting, finance, administrative services or related area.
- Experience with specialised audit software is desirable.
- English and French are the working languages of the United Nations Secretariat.
- For the post advertised, fluency in English is required.
- Knowledge of another official United Nations language is an advantage.
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
