OVERVI EW OF THE FUNCTIONS OF THE POST
The Education Sector Analysis Pole (Pôle de Dakar) is a program of the International Institute for Educational Planning (IIEP) of UNESCO, which is based in Dakar, Senegal, and whose activities are centered on Africa. The Pôle de Dakar supports regional strategy of IIEP and more generally that of UNESCO and its vision of a model of sustainable development through the strengthening of national institutional capacities.
Its main mission is to support African countries in the definition of 'credible development plans of education systems' that shape all partnerships outlined in the Dakar's Forum. It contributes to the production of diagnostic analysis, sector plans, pedagogic tools and institutional capacity building in the African region to improve the relevance and sustainability of educational policies in line with the objectives of Education for All. It is also involved in the production of knowledge on the education sector in Africa.
The mission of the Pôle de Dakar is divided into the following areas
- Support countries in achieving sector activities (diagnostics, physical and financial simulations, budgeting sector plans...) for the development of sustainable educational strategies.
- Support to countries in conducting analyses and sub-sector and thematic studies and to improve the piloting and management of education systems;
- Support to countries in the implementation of renovated vocational training policies;
- The production of thematic or regional analytical studies and syntheses;
- The methodological production in link with the activities of Pole de Dakar;
- Provide training available in various formats (distance, residential, etc.) for capacity building of government officials and education officers from African countries.
- follow up of new developments of Pole de Dakar's websites, write and update online content (in the various languages of the websites) ensuring quality and respecting the editorial strategy of the Pole;
- monitor and analyse the effect of online communications and, if necessary, propose enhancements, corrections and new features of web tools
- organize seminars and workshops related to the activities of the Pôle de Dakar and develop related communication activities to attract the targeted audience;
- participate to the Pole de Dakar internal communication discussions liaising with IIEP HQ, and suggest innovative approaches;
- contribute to the editorial strategy of the Pole Mag (a biannual magazine of the Pole), write new content;
- see titles through the production and editorial process of publications by organizing the subcontracting of work and following-up on mechanisms for quality control at each publishing step (copy editing, translation, proofreading, lay out);
- draft country notes and any other works that facilitate the dissemination of knowledge and technical tools produced by the Pôle de Dakar ;
- egularly update Pole's server and its structure;
- provide answers to external request, write and disseminate press releases and other documents to the media
- provide administrative support as requested;
- perform all other duties as assigned by the Coordinator the Pôle.
EDUCATI ON
- Masters' degree in the field of communication, journalism, or public relations or any other relevant field
- At least 1 year of working experience in the areas of communication
- Extensive skills and competencies in the field of communication and information (including web based)
- Strong drafting skills, writing and communication
- Editing and proofreading skills
- Good ability to work in team
- Ability to work with and in multicultural teams
- Fully proficient in computer skills and the use of relevant software and other applications: Pack MS Office, web CMS
- Excellent knowledge of French and strong writing skills in that language is necessary.
- Good knowledge of English
PROFESSI ONAL EXPERIENCE
- Work experience focusing on the drafting and dissemination of information, statistics or any other analytical products, and more specifically in relation to educational research
- International experience in media and public relations would be an asset, as well as experience with a UN agency.
- A good knowledge of issues related to education in the context of developing African countries would be a valuable asset
- Ability to work quickly
- Ability to work under pressure
- Knowledge of DTP software (InDesign, Photoshop, Illustrator)
- Knowledge of Portuguese would be an asset.
Salaries of UNESCO are denominated in U.S. dollars and are exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living of the duty station and exchange rates.
