Background
OSCE Centre in Bishkek within the project 'Assistance to the Government of the Kyrgyz Republic in the fight against corruption, financial crime, money laundering and financing of terrorism' plans to hire an expert in Information Technologies (IT) in order to create a local network and secure databases, and provide advisory services in the field of information technologies to the State Service for Combatting Economic Crimes under the Government of the Kyrgyz Republic (FinPol).
Tasks and Responsibilities

• Testing IT system of FinPol to determine the required amount of work on creation of a local network and protected databases;
• Develop an action plan / specifications and provides for co-ordination to FinPol and the OSCE Centre in Bishkek;
• Creates a secure LAN and secure database of FinPol;
• Conduct training for relevant FinPol staff on operating LAN and secure databases;
• Provides other required assistance in clarifying issues related to information systems and their use.

At the request of FinPol or OSCE Centre management shall provide the reports in Russian or English. FinPol will provide the expert with the necessary information and access to the workplace.

Necessary Qualifications

• Citizen of the Kyrgyz Republic;
• Higher education in information technologies;
• Skills and experience in building local networks, protected and secure databases;
• The expert must provide the relevant documents proving his / her as an expert in IT.
