Background
Location: The consultant will be home-based with travel to Prishtinë/Priština for the delivery of the training. While in Prishtinë/Priština, the consultant will have access to the necessary facilities provided by the OSCE Mission in Kosovo.
Tasks and Responsibilities
Under the supervision of the Chief of Human Rights and Security Section (HRSS), the international consultant shall:
  • By end-May 2015 identify specific training needs through direct interaction with stakeholders
  • Develop the training methodology and materials in consultation with HRSS and deliver the agenda, presentations, exercises and case studies to HRSS prior to the training
  • Deliver a five-day training of trainers on human rights related to detention with an emphasis on freedom of religion as well as prevention of radicalization, reintegration into society and re-socialization
  • Produce post-training evaluation report and recommendations for further action
Deliverables:
  • By the beginning of June 2015 prepare and submit to the project manager the training agenda, presentations, exercises and case studies for both trainings in electronic form
  • By the end of June 2015, deliver five days of training for corrections officers. The trainings will last from 9 AM until 4 PM
  • By the mid of July 2015, submit to the project manager a post-training evaluation report of the participants and the training in general and recommendations for further action
Necessary Qualifications
  • University degree in law, political sciences, international relations or other field
  • At least twelve years of relevant professional experience
  • Extensive experience in training detention personnel on the issues of human rights, including prevention of radicalization
  • Excellent understanding of international human rights standards related to detention and the right to freedom of religion
  • Preferable knowledge of the Kosovo legislation
  • Excellent facilitation and presentation skills
  • Professional fluency in English
Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
