Organizational Setting and Reporting
This position is located in the Engineering Section, Strategic Support Service of the Logistics Support Division in the Department of Field Support. The Programme Officer reports to the Chief of the Section. The focus of these jobs is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area of field mission environmental and waste management.
Responsibilities
Under the direct supervision of the Chief Engineering Section, the incumbent is responsible for the following duties
- Develops, implements and evaluates assigned programmes/projects, specifically, the implementation of the DPKO/DFS Environmental Policy and, under it, the Waste Management Policy for Field Missions; monitors and analyses programme/project development and implementation; develops and monitors reporting mechanisms and processes, reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Reviews mission environmental and waste management objectives and plans including waste water management and provides guidance, budget review and expert advice to field missions on environmental and waste management issues.
- Researches, analyses and presents information gathered from diverse sources including current and new environmental and waste management practices.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, recommends policy revisions and changes to procedures.
- Generates survey initiatives; designs data collection tools; reviews, analyses and interprets responses, identify problems/issues and prepares conclusions. Collects relevant lessons learnt and best practices to improve mission activity. Manages a net based Community of Practice and/or Unite community.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Reviews other DPKO and DFS policies, guidelines, standard operating procedures, other guidance documents and other publications to mainstream the issue and provides expert technical advice on any associated environment and waste issues. Reviews proposed LSD and other DFS requisitions, Statements of Work and Statements of Requirement for goods and services supporting field missions and provide expert technical advice on any associated environment and waste management issues.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Supports field recruitment of environmental affairs and waste management personnel.
- Works with other Secretariat Departments, other UN bodies, specialised agencies, other international organisations and national agencies (particularly those with a presence in the field) on the implementation and improvement of environment and waste management practices and policy in field missions. Establishes contact with and work with member state Permanent Missions on contributions and support for environment and waste management actions in the field including coordinating with the Contingent-Owned Equipment (COE) unit and the Military and Police Advisers on troop and police contingent contribution activities to improve environmental management and reduce waste in the field.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.

- Advanced university degree (Master's degree or equivalent) in business administration, management, environment, engineering or a related field is required.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible experience in project or programme management, administration, engineering, environment or related area is required.
- Experience in the management of a wide range of residential or commercial waste streams focussed on recycling and recovery is required.
- English and French are the working languages of the United Nations Secretariat.
- For the post advertised, fluency in English is required;
- knowledge of French is desirable.
- Knowledge of another UN official language is an advantage.
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
