Background
Background: UNDP is key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (the 'Global Fund', 'GF') and serves as interim Principal Recipient ('PR') at the request of the Country Coordinating Mechanism ('CCM') or GF. In July 2014, the Afghanistan CCM requested UNDP Afghanistan to assume the PR'role for the HIV, TB, Malaria and Health System Strengthening grants under the Global Fund new funding model (the 'Programmes'). The Ministry of Public Health (MoPH) will be the principal implementing partner and a number of non-governmental organizations will be Sub-recipients ('SR'). In the role of interim PR, UNDP is responsible for the financial and programmatic management of the Global Fund grants as well as procurement of pharmaceutical and non-health items and the quality of the services provided under the Programmes. In all areas of implementation, UNDP provides support to national partners to strengthen health systems to assume the PR'role when capacities permit. Central to UNDP's work is strengthening
partnerships between MoPH, other government agencies, affected communities, development partners and UN agencies to ensure more effective and inclusive governance of the response against the three diseases.
UNDP is a founding co-sponsor of the Joint UN Programme on HIV/AIDS (UNAIDS).
The UNAIDS division of labor provides the framework for UNDPs response to the AIDS epidemic. UNDP's work on HIV, health and development is organized into three main streams of work, as follows
  • Mainstreaming, Gender and MDGs;
  • Governance, Human rights and Vulnerable Groups;
  • Global Fund Partnership; Implementation Support and Capacity Development.
For the implementation of the Programmes funded by the Global Fund, UNDP Afghanistan will establish a Programme Management Unit ('PMU') which will coordinate and oversee the implementation of the Programmes and ensure compliance of the terms and conditions of the grant agreements with the GF and UNDP rules, policies and procedures. The PMU will ensure coordination with other initiatives funded by the Global Fund and other health programmes, including the Multi-Country South Asia HIV Global Fund grant. In addition, it is critical the PMU links with other UNDP programmes in Afghanistan and also with other UNDP Country Offices acting as PR for Global Fund programmes in the region and globally.
Under the guidance and direct supervision of the Deputy Programme Manager, the Programme Officer is responsible for the management of UNDP Global Fund TB/HSS programmes within the PMU. The Programme Officer will be responsible for monitoring the implementation of the activities of the Global Fund TB/HSS component. Moreover, he/she will support the PR strategy to strengthen the technical and management capacity of the national institutions.
The Programme Officer works in close collaboration with the other programme staff, operations team, programme staff in the, Principal Implementers (ILs), Sub-Recipients (SRs) and other UN Agencies, UNDP Country Office and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of the global fund programmes.
Duties and Responsibilities
Under the direction and supervision of the Deputy Programme Manager, the Programme Officer (TB/HSS) coordinates all activities of the component, with the following responsibilities
Ensures implementation of programme strategies focusing on achievement of the following results
  • Coordinate the implementation of Global Fund TB/HSS programme component;
  • Review the planned actions of the individual Principal Implementers (ILs), Sub-Recipients (SRs) involved in the implementation of the TB/HSS component to ensure compliance and execution in line with the National TB/HSS response strategies and the Global Fund;
Ensures effective management of the Global Fund TB/HSS programme focusing on quality control from formulation to implementation of the country programme achieving the following results:
  • To assume the operational management of the Programmes - plan, initiate and manage project activities - in accordance with UNDP rules and procedures;
  • Design and formulation of PMU programme within the area of responsibility;
  • Coordination of the implementation of the TB/HSS programme with the Principal Implementers, Sub-recipients and other partner organizations;
  • Focal point for the HSS/TB Programme within the PMU;
  • Financial and substantive monitoring and evaluation of the Programmes, identification of operational and financial problems, development of solutions;
  • Monitor the Programmes and activity results against those planned, together with the cost of achieving those results;
  • Work with the M&E Team in the PMU to implement a M&E action plan as agreed with the Global Fund;
  • Ensure that the Programme management module in ATLAS is updated on a quarterly basis;
  • Participation in audit of the HSS/TB Programme.
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in the TB/HSS theme area focusing on achievement of the following results
  • Maintain close co-ordination between the GF programme with other TB/HSS initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of programmatic activities;
  • Participate and promote the organization of events, forums etc. on TB/HSS Prevention and Control in order to fortify the different national structures.
Ensures provision of top quality policy advisory services on TB/HSS to the Government and National Institutions and facilitation of knowledge building and management focusing on achievement of the following results
  • Give technical advice to the MOH, Principal Implementers, Sub-Recipients and support work on programme adjustments as necessary;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the implementing agencies on programme issues;
  • Support the work of the technical committees and provide advice on Global Fund procedures.
Ensures guidance and capacity building and facilitation of knowledge building and sharing in the GF team focusing on the achievement of the following results:
  • Provide guidance and capacity building of PIs, SRs and SSRs on issues of TB/HSS control;
  • Develop training plan/curriculum for the PIs, SRs, SSRs financial and conducts trainings on GF performance based funding and financial reporting requirements management system;
  • Synthesis of lessons learned and best practices in TB/HSS control;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education
  • Master's or Bachelor's degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Medical & Health Sciences or related field.
Experience
  • With Masters 5 years and with Bachelor's degree 7 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  • Previous UNDP work experience would be an added advantage.
  • Previous GF work experience would be an added advantage.
Language Requirements
  • Fluency in English, Pashtu and Dari with good verbal and written skills.
