Job Purpose
Responsible for managing the planning, installation, operations, administration and maintenance for all collaboration and unified communications systems of ADB under the Information Systems and Technology Strategy 2013-2018 (ISTS III) to deliver prescribed levels of service reliability, availability, and support. Responsible for overall operations and integration between enterprise mail, videoconferencing system, enterprise chat and online meeting systems within ADB and its partners. Work within general policies, principles and goals, working directly with clients.
IMPORTANT NOTICE: This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c) of Administrative Order No. 2.01 ('Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB, if the position continues to be required under the ISTS III project. This appointment is open to internal and external applicants.
If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.
Expected Outcomes
Collaboration and Unified Communication Administration
- Provide technical leadership in the design and implementation of technology associated with collaboration and enterprise unified communications applications within ADB, including design of integration and deployment architectures.
- Provide architectural and technology standards to ensure performance, stability and scalability in all middleware technologies.
- Oversee the troubleshooting of performance, reliability, and availability issues and or debugging of applications in production.
- Provide the necessary technical and operational support for effective systems administration.
- Manage the compliance to Infrastructure architecture and standards, respond to all audits of the function's activities and systems.
- Ensure that the reliability, availability and serviceability of ADB's collaboration and unified communications technologies meet agreed service levels, goals and requirements of the organization.
- Provide leadership role in consultation with other Office of Information Systems and Technology groups in the design, implementation and integration of communications technologies.
- Collaborate with Technology Division, contribute in the development of short-term and long-term information systems plans for ADB's cost-effective information systems and technology.
- Keep abreast with the current and emerging technologies, industry trends and development in client/server, networks, security and personal computing and implement upgrades, changes or enhancements to analyze and improve server availability, and do performance levels to optimize effectiveness and to utilize appropriate technologies in support of future ADB business change.
- Maintain active links with other international organizations to gain comparative assessments and shares information when appropriate, on the latest information systems and technologies.
- Provide leadership and support to reporting staff and external resources.
- Prepare work plans and manage the work and performance of team members.
- Mobilize people, providing clear direction, regular monitoring and feedback on performances.
- Foster innovation and promote learning and development of reporting staff.
- Ensure the ongoing learning and development of reporting staff.
- Master's Degree, or equivalent, in Computer Science, Electronic Engineering or related fields; or University degree in Computer Science, Electronic, or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree. Certifications in IBM Sametime, Websphere Application Server and Polycom videoconference technologies preferred.
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 10 years of relevant experience in managing information technology projects.
- Experience with IBM Sametime, Websphere Application Server and Polycom technologies such as RealPresence® Collaboration Server (RMX series); RealPresence Access Director System (RPAD), Distributed Media Application (DMA), etc..
- Experience in mobile technology and social collaboration would be an advantage.
- Experience in working with external suppliers and of outsourcing.
- Strong analytical skills.
- Excellent interpersonal, relationship, and management skills.
- Excellent oral and written communication and presentation skills in English.
- International experience working in several countries.
