Job Purpose
To supervise the design, development, testing implementation and maintenance of ADB's knowledge management systems - especially the systems under the ISTS III that require integrations with other systems with focus on board management system, mobile applications, document management, and ADB data library. Will be responsible for the integration between front-end and back-end systems, combining functionality from heterogeneous back-end systems with user-friendly front-end systems. Provide technical lead for integration projects through leadership of an independent project team, or through participation in larger and more complex systems projects as a principal analyst.
IMPORTANT NOTICE: This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c) of Administrative Order No. 2.01 ('Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB, if the position continues to be required under the ISTS III project. This appointment is open to internal and external applicants.
If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.
Expected Outcomes
System Integration
- Take charge of user requirement analysis for large and complex application systems in full or in part as assigned (hereunder referred to as assigned application systems) and integrate user requirements identified through the analysis in the form of overall application systems design, data models, functional specifications and development/implementation plans.
- Conduct and supervise preparation of detailed system design and program specifications for assigned application systems, to meet user requirements identified, and to efficiently interface with related application systems.
- Schedule programmer and analyst resources allocated for assigned application systems, to ensure timely completion of systems, taking on the most difficult programming tasks when necessary.
- Ensure that programs are accurately implemented in accordance with system/program specifications and fully documented in accordance with ADB's standards and methods.
- Plan and design required system conversions and parallel operations of assigned application systems; and take charge of implementation of the systems after preparation of users and operators manuals and conduct of user training through the use thereof.
- Conduct and supervise initiatives to improve the full lifecycle of content, including definition of taxonomies, content workflows and records management.
- Take charge in the definition and implementation of ADB's content standards, taxonomies and content lifecycle, ensuring findability. Ensure that best practices on search engine optimization are implemented in the ADB context.
- Plan and implement required system enhancement and maintenance of assigned application systems to ensure continued application efficiency and database integrity.
- Ensure that assigned application systems are developed/maintained in adherence to ADB's standards and methods, including requirements for comprehensive systems documentation to be produced at different stages of the systems development life cycle (SDLC).
- Coordinate with the Office of Information Systems and Technology technical support areas to ensure correct and efficient operations of assigned application systems.
- Regularly submit reports on progress status including problems encountered and resource requirements of assigned application systems.
- Provide functional and technical leadership to the user community and the team by keeping abreast of the latest industry development, technological trends, and best practices; advise the team on how the information can benefit ADB.
- Provide leadership to reporting staff. Supervise the work of staff assigned to application systems and provide guidance and training to them.
- Provide coaching and mentoring to team and individual team members, and ensure the overall quality of their work. Assign work to contractors and closely monitor their progress and performance.
- Encourage, support, and ensure learning and development of reporting staff.
- Manage and evaluate performance of reporting staff, provide clear direction, regular monitoring and feedback on performance.
- Perform capacity planning to ensure the team has the resources and skill sets to meet the increasing demand from the business community.
- Master's Degree or equivalent; or Bachelor's Degree in Computer Science, Management Information Systems, Business Administration, Accounting, or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 10 years experience in development and implementation of large-scale knowledge management, document management and enterprise content management applications, 3 years of which must have been in team leadership on relatively big systems development/implementation projects; preferably at least 5 years experience in comparable international organization's applications and 3 years in team leadership for application systems development/implementation projects; and at least 6 years of supervisory experience.
- Excellent ability in requirements analysis, systems analysis and design; and in preparation of functional and detailed specifications.
- Extensive knowledge in system development methodologies and in the use of associated productivity tools.
- Extensive experience in implementing search engines, relevance ranking and search engine optimization
- Extensive experience in areas of operations engineering (i.e. work simplification, work measurement techniques/skills), especially on document and content workflows and automation.
- Extensive experience in implementing document and content management systems, including taxonomies, content workflows and content lifecycle management (records management).
- Experience in management of rich content such as photos and videos
- Experience in working with users to define content taxonomies, metadata.
- Extensive experience in document and web content management systems, such as IBM Filenet software, is essential.
- Extensive experience with social collaboration systems
- Knowledge of Enterprise Content Management (ECM) and Business Process Management (BPM) systems.
- Excellent working knowledge in the application of document and content technologies, such as XML, XSLT, DITA and RDFa.
- Working knowledge in systems integration using Web Services using SOAP or REST protocol.
- Excellent oral and written communications skills.
