RESPONSIBILITIES
Under the direct supervision of the Senior Officer, Trade Facilitation and Policy for Business and the overall guidance of the Chief, Trade Facilitation and Policy for Business, the Associate Programme Adviser undertakes the following duties:
- Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects.; monitors and analyses specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Assists in designing technical cooperation activities to promote business advocacy and strengthen public-private dialogue on national trade policy development and multilateral / regional / bilateral trade negotiations.
- Assists in developing trade policy related tools, services, training materials and publications
- Tutors online e-learning ITC courses.
- Carries out basic research on selected aspects of programmes, operations and other activities to include collecting, analysing and presenting statistical data and other information gathered from diverse sources.
- Provides substantive support for policy coordination and evaluation functions, participation in evaluations or research activities and studies.
- Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions.
- Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications.
- Provides substantive support and logistical coordination to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics.
- Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Participates in field missions, including provision of substantive and coordination support, data collection.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).
- Performs other duties as required.
Education
- University degree in business administration, management, economics or a related field.
Work Experience
- A minimum of four years of progressively responsible experience in project/programme management, administration or related area.
- In particular, experience with trade related technical assistance (TRTA) on trade policy and private sector participation in trade policy formulation in developing countries.
- In addition, a teaching experience on trade policy, international law or related matter.
- Advanced knowledge of English and French.
- Knowledge of Spanish or other UN languages would be an asset.
- Advanced knowledge of international law, international trade law.
- Knowledge of the EU trade preferential schemes and Economic Partnership Agreements (particularly in West Africa).
- Knowledge of investments agreements frameworks.
- Excellent communication and interpersonal skills.
- Flexibility toward the work and rapid adaptation capacity.
- At least two years of experience with developing countries TRTA programme implementation (particularly in West Africa and South Asia).
- Experience in setting public-private dialogue platforms to address specific trade policy issues.
- Experience/knowledge of business organizations in developing countries.
- Teaching experience on trade policy, international law or related matter.
- Experience of handling and conducting field missions in developing countries.
- Experience in legal articles drafting and review.
- Experience in analysing and developing impact assessment indicators/documents.
- Experience of collaborating with universities and research centres.
