Background / General description
The Purpose of the position is to create analytical and coordination capacity in CEU Regional level for financial accounting, budgeting / resource management and reporting with primary focus to Advisory work programs. The role assumes support for preparation of information needed for decision making and requires analytical, writing and communications skills, as well as a thorough working knowledge of IFC operations, fiduciary and administrative processes. Analyst will be a Focal point for AS portal for finance regional team.
The role also is the key for consolidation of various funding sources and cash flow projections, trust funds reporting for corporate and internal purposes, trust funds knowledge anchor for regional finance team. Sap workflow & authorization focal point for CEU. Finance Analyst will work with close collaboration with AS finance analyst and Budget and Finance officers, and will be a member of CEU finance team and a backup for AS Budget officer for basic functions.

The Finance Analyst should be able to work with little supervision, independently monitor and analyze complex work programs and budgets (Regional, Advisory and Investment); identify possible issues and prepare information for management or operational task team leaders; prioritize work to meet the deadlines; understand, consistently use and advise other members of different policies/tools/systems/programs used in IFC/WBG; demonstrate knowledge and understanding of business planning, work programming, budgeting and financial management on the relevant level to be able to support these activities proactively.
Work implies frequent interaction with Staff within the Field offices and other Budget and Finance staff in HQ, Region, VPU. Main purpose of the position is to provide accounting support for daily running expenses of IFC representative offices in Almaty and Bishkek, and back-up for other 2 offices in Central Asia, Dushanbe and Tashkent on ad-hoc basis. Finance assistant will be a member of CEU finance team and work closely and partially as back-up for existing finance staff in Central Asia.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
Duties and Accountabilities
  • Support preparation of regional and programs budgets;
  • Produce regional financial and management reporting, primary on advisory side of the business with outlook to extend reporting to IS-AS joint projects and general financial reporting of IFC business for Regional internal client needs;
  • Monitoring the budget usage, analyze the variances, develop new and tailor existing reporting in response to the changing working environment;
  • Monitors operating expenses and highlights potential issues;
  • Monitor Regional Trust Funds, prepare Balance Sheet reports and participate in cash flow forecast / monitoring to Finance Officers and TTLs;
  • Conduct variance analysis/identify gaps/make recommendations;
  • Communicate findings to unit managers for their action;
  • Cost Centers Monitoring and Unallocated Balances Clean-up;
  • Act as key user for CEU ASOP finance roles, in this capacity work closely with AS portfolio units, provide necessary guidance to Regional finance staff; work closely with ASFM secretariat to perform systems testing, upgrades, lead user testing in the Region and represent Regional view to HQ colleagues;
  • Hold Sap key user profile for CEU finance team, in this capacity help to optimize workflow, be liaison between HQ SAP systems team and CEU finance team;
  • disseminate SAP related knowledge for reporting and accounting;
  • Provides references to Bank financial and administrative policies and procedures in administrative expense related subject areas.
Selection Criteria
  • Essential Specialized Skills and Knowledge
  • Knowledge of Bank's accounting systems and/or experience with accounting systems with a comparable level of complexity and high degree of integration;
  • Working knowledge of SAP, including system organizational & master records set-up RMS / COGNOS hands on knowledge will be a plus;
  • Proficiency in Microsoft Windows applications, namely Excel, Word and Power Point, demonstrated ability to learn new technology quickly and effectively use it for maximum productivity
Job requirements/Selection Criteria
  • Degree in Accounting, Finance, Business, Economics with experience in corporate setting at least 5 years; recognized accounting certification (CPA, CIMA, ACCA etc.) is desirable;
  • Analytical and evaluation skills;
  • Previous experience with an ERP system (e.g. SAP);
  • Proven practical skills in accounting reconciliations, analysis of financial data, preparation of financial and management reports;
  • Practical skills in budgeting and costing;
  • Knowledge and application of relevant IFC policies and practices as they relate to financial management (e.g. Administrative Manual, Controls Guide, and Procurement Guidelines, etc.);
  • Knowledge of donor funded operation and/or World Bank group policies is an added advantage;
  • Advanced skills in Microsoft Windows applications;
  • Fluent English both written and oral;
  • Ability to work in a multi-cultural environment in a matrix organization;
  • Ability to manage multiple, concurrent tasks with tight deadlines;
  • Strong communication skills; excellent interpersonal and teamwork skills.
