DUTIES AND RESPONSIBILITIES
Under the general supervision of the Chief of the Rule of Law, Equality and Non-Discrimination Branch (ROLENDB) and the direct supervision of the Chiefs of the Anti-Racial Discrimination the incumbent will have assignments that will include the following responsibilities: Provide assistance in organizing a workshop/ training on 'Prohibition of advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence' for journalists and media officials that is planned to take place in third quarter 2015;
Undertake research on substantive issues related to the preparation of the workshop;
Assist ARDS in preparation of module for future use in organizing similar events;
Draft report of the workshop;
Provide assistance in organizing fellowship program on issues related to minority;
  • Provide assistance in collecting, analyzing, as well as, updating the relevant reports and information on national, regional and international practices that are submitted in Russian language for the Anti- Discrimination database;
  • Translate documents submitted in Russian to English and vice versa;
  • Draft correspondence to stakeholders and participants;
  • Carry out other related tasks as assigned by the Chief of Rule of Law, Equality and Non-Discrimination Branch and/or the Chief s of the Anti-Racial Discrimination Section and Indigenous Peoples and Minorities Section.
  • Perform other related duties as required.
COMPETENCIES
Professionalism
Good knowledge of the follow-up process to the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance including its mechanisms; familiarity with civil society actors active in the follow-up to the Durban Declaration and Program of Action; Good knowledge of issues related to racial discrimination, religious hatred, intolerance and incitement in the Commonwealth of independent states; Knowledge of issues related to media in the Commonwealth of independent states; solid knowledge of institutional mandates, policies and guidelines related to human rights; Good analytical, research and investigative skills, including ability to evaluate and integrate information from a variety of sources.
Communication
Strong communication (spoken, written, presentational) skills, including the ability to produce a variety of written reports in a clear, concise style, to deliver presentations and trainings to external audiences, to build/maintain effective partnerships.
Planning and Organizing
Ability to establish priorities and to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.
Teamwork
Proven interpersonal skills and ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Technology Awareness
Good computer skills, including proficiency in word processing and other and relevant software packages and ability to use computer applications as tools for programme management and decision-making.
QUALIFICATIONS
Education
Advanced university degree (Masters or equivalent) in human rights, public or international law, social or political science, international relations or other related field. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 5 years of progressive work experience at national or international level in human rights and related areas, particularly with regard to discrimination issues. Direct experience in working on issues related to racism, racial discrimination, xenophobia and related intolerance would be desirable. Knowledge of UN intergovernmental procedures would be an asset.
Language
Proficiency in English and Russian, with excellent drafting skills. Working knowledge of other working UN language is an asset.

Notes
A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4/Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further 'stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…' Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
  • Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
