The 2014 Ebola outbreak is the largest in history and the first in West Africa. In mid-2014, the Governments of the three most affected countries, Sierra Leone, Liberia and Guinea, declared a state of emergency and implemented a number of management measures to contain and control the outbreak, which are still continuing. The international donor community, the United Nations, non-governmental organizations and other health sector actors have partnered with the Ministry of Health and Sanitation to implement programmes to stop the spread of the disease. As part of this effort, and to assist with Sierra Leone's transition to the Ebola recovery phase, UNOPS is providing infrastructure services to improve the safety and functionality of hospitals across the country
The National Construction Engineer, under the direct management of the Senior Engineer and the Project Manager, is required to oversee the implementation of construction work at hospitals across Sierra Leone. This includes providing engineering expert support and construction supervision to the assigned project works and ensuring efficient and effective planning, design and implementation of infrastructure rehabilitation, reconstruction and development activities.
Technical Support
The National Construction Engineer shall also focus on the following tasks:
- Oversee the implementation of works at a number of sites, and provide committed monitoring for the progress of works according to contract schedules, specifications and project plans.
- As a focal point for various sites, the National Construction Engineer should provide support and guidance to the contractors and assist in resolving site problems, as necessary.
- Responsible for supervision of technical, construction work and labour assigned to project and monitor their performance on their assigned duties.
- Attend project sites daily in order to monitor progress of works, and identify existing problems, provide appropriate solutions through application of sound engineering standards in consultation with the Senior Engineer.
- Responsible for preparation of progress reports on construction activities and submission of such on a weekly basis to the Technical and Quality Control Officer.
- Perform any other duties as may be requested by the Senior Engineer and the Project Manager.

Monitoring and Progress Controls · Inform and provide constant feedback to UNOPS Senior Engineer and Project Manager regarding progress issues and delivery in terms of timeliness, cost-effectiveness and quality of work completed.
· Preparation of a database for the available materials and suppliers of the construction industry in the local market.
· Responsible for preparation of progress reports on construction activities and submission of such on a weekly basis to the UNOPS Senior Engineer and Project Manager.
· Perform any other duties as may be requested by the Senior Engineer and Project Manager.
· Support to knowledge building and knowledge sharing.
Education/Experience/Language requirements
A Bachelor degree in Civil or Architectural Engineering or related field is an asset.
Minimum of 3 years experience on similar duties or operational experience with demonstrated capacity to meet performance indicators and deliver results.
Fluency in spoken and written English is required
