Organizational Setting and Reporting
This position is located within the United Nations Mission in the Republic of South Sudan (UNMISS). The Transport Officer will be based in Juba. The Transport Officer reports to the Chief of Section, Transport.
Responsibilities

- Reviews and monitors budget proposals for the Mission surface transport operations.
- Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations.
- Develops and implements procedures for assessing surface transport related operational and budget requirements.
- Acts as a Certifying Officer for the surface transport budget with overall responsibility for the efficient use and accurate accounting of all resources controlled and all expenditures made by the Transport Unit.
- Ensures that the relevant accounting and audit requirements are followed in all activities of the Transport Unit.
- Determines technical specifications for goods and services.
- Reviews responses to bids and conducts technical evaluations to ensure that vendor's proposals meet technical requirements.
- Coordinates requisition process with purchasing authorities to ensure that bidding and approval meet required timetable.
- Ensures that quality control procedures are implemented for all work processes.
- Participates in various Mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee, the Local Property Survey Board and also Boards of Inquiry.
- Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for transport.
- Acts as a Line Manager to the personnel in the Sector. Evaluates employee performance, the allocation and rotation of appropriate work assignments.
- Supervises the Transport Warehouse in accordance with the UN regulations and rules and applicable transport standard operating procedures.
- Ensures sufficient stock of light and heavy vehicle spare parts and issues required items to workshop mechanics and motor transport officers.
- Conducts regular inventory checks of the Transport Warehouse stocks.
- Maintains warehouse records, prepares financial and budget summaries, writes reports and submits them to a Chief Transport Officer in accordance with the established procedures and deadlines.
- Determines generic technical specifications, estimates quantity (number of units), drafts proposals for requisitions for spare parts, tools and equipment in accordance with the UN procurement procedures.
- Coordinates the planning and implementation of projects within Transport Warehouse and facilitates training of staff.
- Ensures the constant availability of vehicles for temporary assignment in support of one-off and emergency tasks as directed by a Chief Transport Officer.
- Performs other related duties as required.

- High school diploma or equivalent is required.
- Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable.
- A valid driver's license is required.
- At least 10 years of progressively responsible experience in motor vehicle transport operations management or related area.
- The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level University degree.
- Experience in international operations in a post conflict environment is desirable.
- English and French are the working languages of the United Nations Secretariat.
- For the position advertised, fluency in oral and written English is required.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
