PURPOSE OF THE ASSIGNMENT.
  • To inform UNICEF and potentially civil society and other partners working in the province on allocation and expenditure trends in the four sectors above in Zambézia Province - Provide an analysis of the 2016, 2017 and 2018 Zambézia Province Budget allocations to the sectors that impact children's and women's protection, development and well-being. The objective of this analysis is to inform UNICEF on technical issues of the budget vis-à-vis the sectors that most directly impact the lives of children, highlighting areas that need to be pushed for and strengthened. The analysis should focus on: the weight of the social sectors in the provincial budget, trends in the allocation to and expenditure of the sectors (looking at least to three years 2016, 2017 and 2018), sources of funds (internal v. external), an analysis of per capita allocation in the province and by district, if possible. It should also raise questions for clarification that could be addressed to the Provincial Department of Planning and Budget (DPO) within the Directorate of Economy and Finance. Main documents to be used are, but not limited to, the State Budget Law, the Zambézia Economic and Social Plan and Province Budget (PESOP) and the previous Zambézia REOs. The analysis may also require to look at the strategic and operational planning guiding documents such as the PQG, PEDZ, and the MTEF.
  • To inform the general public and serve as a tool for advocacy on budget allocation - Provide in-depth analyses of the Zambézia Social Sectors budgets. The analysis should include the following dimensions: brief definition of the social sectors, weight of the social sectors within the overall budget, trends - allocation overtime, source of funds, allocation and prioritization within the sector, execution and performance analysis, decentralization, equity analysis. It should include key fundamental issues such as analysis of human resources, infrastructural and equipment capabilities within each sector (e.g. Number of doctors per inhabitant, hospital beds and the real demand, schools, teachers - the need and the gap, pupils per desks, etc.); expenditure analysis; discussion on budget classifiers and government programs, etc. The indicators should be proposed by the consultant and agreed with UNICEF.
METHODOLOGY AND TECHNICAL APPROACH.
The methodology to be applied will be:

A. Desk review, consisting of reviewing the main PFM instruments available in Mozambique, which include budget documents, legal instruments, policies, strategies and operational plans. Special focus should be given to the instruments produced at province level. UNICEF Budget Briefs ( http://budget.unicef.org.mz/) should be used as a guide/model for the analyses.
B. Consultations through phone, skype or face to face meetings with all the stakeholders to be involved, which include UNICEF programme staff, partners from CSOs, Government and donor community. The consultant will be working independently and take the decision on who to consult during the assignment, with the exception of those that will be indicated by UNICEF.
ACTIVITIES AND TASKS.
  • Become familiar with all PFM instruments in Mozambique and key Strategies, including State Budgets, REOs, Zambézia PESOB and respective BdPESOP, PQG, PEDZ, MTEF and sector strategies;
  • Produce in-depth analysis of the 2016 and 2017 PESOPs and 2018 Zambézia PESOP Proposal - Social Sectors (Education, Health, Social Action and Water and Sanitation) - Results to be presented in word version with illustrative figures- graphs, tables, maps and diagrams. All data set should be provided in in both word and excel version.
  • Do data quality control of the graphs, tables, maps and diagrams during the layout and designing phase. Layout and design will be under UNICEF responsibility.
EXPECTED DELIVERABLES.
  • Data on social sectors of the 2016, 2017 PESOP and 2018 PESOP Proposal Zambézia Budget Brief - Excel worksheets with data to be used for analysis.
  • Data and text of the Social sectors Zambézia Budget Brief - Word and Excel Format - first draft for revision.
  • Data and text of the Social sectors Zambézia Budget Brief - Word and Excel Format - final version.
NB: All products can be delivered in English or Portuguese.
MANAGEMENT AND SUPERVISION.
Direct guidance will be provided by SPEARs programme officers, with direct supervision by the Senior Social Policy Specialist. The consultant will also interact with other UNICEF programme officers from the sectors in Zambézia and Maputo office, as well as from the Civil Society and Government partners in Zambézia if needed.
QUALIFICATIONS AND SKILLS REQUIRED FOR THE ASSIGNMENT.
Academic qualifications: At least a degree in Governance, Economics, Public Finances, Public Policies, or other relevant area.
Work experience: At least 2 years of relevant work experience in doing similar analysis.
Specific knowledge, competencies, and skills required: A solid knowledge of Mozambique PFM instruments, and proven experience on similar analyses of the State Budget with focus on social sectors. Strong analytical and writing skills, and the ability to present the results in a simple language, making use of interesting visual aid (maps, graphs and other visual tools). Consolidated knowledge and foundation on crosscutting themes such as equity and sectoral decentralization.
Language skills: High proficiency in written English or Portuguese; including capacity to digest financial statements and strategy documents written in Portuguese.
EVALUATION CRITERIA.

The selection of the consultant will be based on a 'best value for money' principle. Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided. The office shall select the individual who quoted the lowest fee from the list of individuals who are deemed technically suitable for achieving all tasks in time. The technical evaluation criteria are stipulated below.
