Appointment to this position is limited to a finite period of one (1) year, due to the incumbent being on assignment on a different position. Further extension/s of appointment will be dependent upon the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Organizational Setting and Reporting
This
position is located in the Office of the Director (OD), Coordination and Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). The incumbent will report to the Staffing Unit team leader.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties
Recruitment and placement
- Identifies upcoming vacancies in coordination with Regional/Country Offices primarily, but not limited to, in French and Spanish speaking countries in the field, and in Coordination and Response Division in New York and in Geneva;
- Prepares inspira vacancy announcements or temporary job openings, reviews applications, and provides a short-list to those offices.
- Arranges and conducts interviews to select candidates.
- Reviews recommendation on the selection of candidate by client offices.
- Liaises closely with the Administrative Services Branch (ASB) in Geneva and New York in processing recommendations and requesting recruitment/reassignment and deployment;
- Contributes in taking stock of lessons learned and prepares notes/briefing papers for the Management and the staff;
- Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices.
- Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions.
- Keeps abreast of staffing situation in countries of responsibilities and Coordination and Response Division and process contract extension and separation as needed.
- In conjunction with this, provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories as appropriate;
- Follows up on performance appraisal documents and issues and provides advice as appropriate to staff and management.
- Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
- Prepares classification analysis of jobs in Professional and General Service and related categories.
- Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
- Assists in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.
- Keeps abreast of developments in various areas of human resources such as, but not limited to, classification, roster management, INSPIRA and staff selection rules and regulations.
- Any other duties as required.

- Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in human resources management, administration or related area is required.
- At least one year of experience in recruitment for field operations with the United Nations or a humanitarian international organization is required.
- Field experience with the United Nations or a humanitarian international organization is desirable.
- Experience with the implementation of talent management tools is desirable.
- English and French are the working languages of the United Nations Secretariat.
- For the post advertised, fluency in English is required.
- Fluency in French is desirable. Fluency in Spanish is desirable.
- Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
